I. Progress of work

Since mass work has achieved full coverage in Quanzhou, we have carried out care and assistance work in strict accordance with the division of responsibilities, formulated assistance plans in time, and implemented assistance measures.

Second, the existing problems

6, high-quality walnut industrialization base. In Kangding, Derong, Danba and other counties, we will vigorously implement the construction of walnut industrialization bases, mainly providing farmers with direct subsidies for seedling production, planting shovels directly, and ensuring the survival rate to be improved under the guidance of forestry-related technicians. Walnut has a long production cycle, but at the same time it has the function of sustainable income, and the rich period will bring obvious economic benefits.

7. Snow area Russian tea production and processing base. In Zhou Bei Road, Luhuo and other places, by building the brand of "Snow-covered Russian Tea", giving full play to the rich advantages of local resources of "Variant Begonia", the base industry development will be implemented to provide more raw materials for "Snow-covered Russian Tea", and farmers' income will be increased steadily according to the model of "company+base+farmers+benefits".

Third, the trend analysis of industrial poverty alleviation and the next step.

Since the implementation of the "20xx Plan", the country has shown a trend that the industrial structure of poverty alleviation is becoming more and more reasonable, the industrial infrastructure is constantly improving, the production of agriculture and animal husbandry is developing steadily, and it is more difficult for farmers and herdsmen to increase their income. According to the requirements of "China Rural Poverty Alleviation and Development Program (20xx-20xx)", the state has also put forward a "three-step" strategic goal of developing rural economy, helping the poor and focusing on agriculture, countryside and farmers. In particular, according to the new poverty alleviation standards, stable income-increasing projects are needed to realize the real poverty alleviation of rural low-income poor people. At present, it is difficult for our state to achieve the "three-step" leap-forward development strategic goal of steady growth of per capita net income of farmers and herdsmen. It is necessary to vigorously promote poverty alleviation and development, accelerate the scientific development of superior resources, focus on cultivating industries with distinctive advantages, and substantially increase the income of farmers and herdsmen through multiple channels. The main idea is to combine the geographical conditions and climate characteristics of Quanzhou. According to the natural area, it is divided into three industrial zones: East Road, North Road and South Road. After nearly ten years of industrial poverty alleviation exploration, according to the three regional characteristics of fragile alpine ecological zone, harsh living environment zone of alpine valley and industrial development demonstration zone with river valley characteristics, our state has initially framed the development idea of "three belts, four places and five parks" for industrial poverty alleviation. According to the above ideas, our state is actively formulating the Implementation Plan of Regional Development for Poverty Alleviation and the Development Plan of Advantageous Industries for Poverty Alleviation in Tibetan Areas. During the initial plan of xx, 20,000 large-scale aquaculture and processing industries will be supported by cultivating leading industries and directly subsidizing households. Four, the difficulties and problems of industrialization to help the poor

The implementation of the poverty alleviation industrialization project has played a good role in promoting the majority of farmers and herdsmen in our state to get rid of poverty and become rich and well-off However, due to various reasons, there are still some difficulties and problems:

(a) Insufficient investment in the development of pro-poor industries. Although in recent years, China has continuously increased the investment of financial poverty alleviation funds in industrialization, due to the long agricultural production cycle and large capital demand, the actual investment funds are difficult to meet the capital demand for development.

(2) The scale of poverty alleviation industry is small. In recent years, although the investment scale of poverty alleviation industry projects implemented in our state has increased and the industry has developed to some extent, the scale of poverty alleviation industry is still small, the number of projects is too small, and the participation of poor farmers is not wide. In addition, some people's awareness of developing industries has not changed, and they do not have enough unpredictable market demand, so they hold a wait-and-see attitude towards small-scale development of poverty alleviation industries.

(3) The industrial benefits of poverty alleviation need to be improved. Most of the existing industries are traditional agriculture and animal husbandry. Some of these industries have low adaptability to the market, some increase production but not increase income (such as highland barley planting, which has low market price when the output is high, and high market price when the output is low), and some industries have high scientific and technological content and weak ability of mass participation (Chinese herbal medicine planting, deep processing of agricultural and livestock products). As a result, the poverty alleviation industry has a wide coverage and the benefits are not obvious.

(D) The research on industrial development is not deep enough. Poverty alleviation departments involve more work, while poverty alleviation system has fewer staff, so it is impossible to determine the special person to focus on the development of poverty alleviation industries. There is no clear idea, few ways and measures on how to develop and strengthen the poverty alleviation industry. The development of poverty alleviation industry can only be natural.

(E) The industry's ability to resist disaster risks is not strong. At present, most poverty alleviation industries developed in our state lack the ability to cope with natural disasters. If they encounter sudden natural disasters, they need to take risks, especially in pastoral areas where heavy snow disasters often cause huge losses to local livestock at the beginning of the year, which has brought a serious blow to poverty alleviation industrial projects; And caused a large area to return to poverty.

Five, some explorations and suggestions on developing industrialization to help the poor.

(A) to mobilize the active participation of farmers. First of all, we must choose industries that help the poor. In the selection of poverty alleviation industries, we should highlight key links such as regional advantages, natural resources, market demand, mass participation and long-term planning, and focus on identifying and supporting industries with obvious resource advantages, broad market prospects, wide roof coverage and long-term development prospects. The second is to establish an industrial base. For those industries with relatively mature conditions and great development potential, targeted measures such as financial poverty alleviation funds subsidies and discount loans will be taken to build various industrial bases, show them to the masses and lead them to do it. The third is to preach preferential policies.
