Once the regional boundaries of autonomous counties are determined, they cannot be changed without legal procedures. If the regional boundaries of an autonomous county need to be changed, they shall be drawn up through full consultation between the superior state agency and the autonomous county's autonomous agency, and shall be handled in accordance with the procedures stipulated in relevant laws.
The autonomous county’s autonomous agency (hereinafter referred to as the autonomous agency) is located in Qiaowa Town. Article 3: Autonomous organs are the first-level local government organs of the state.
In accordance with the provisions of the Constitution, the Regional Ethnic Autonomy Law and other relevant laws, autonomous organs exercise the functions and powers of local state organs at the county level and at the same time exercise their autonomy. Article 4: Autonomous organs shall safeguard the unity of the country and ensure the local observance and implementation of the Constitution, laws and regulations. Put national interests first and actively complete various tasks assigned by superior state agencies.

If the resolutions, decisions, orders and instructions of higher-level agencies are not suitable for the actual situation of the county, the self-government agency may, after obtaining approval from the higher-level state agency, make changes to the implementation or stop the implementation. Article 6: The organs of self-government shall maintain and develop socialist ethnic relations of equality, unity, mutual assistance, and harmony among all ethnic groups. The autonomous county adheres to the strategy of governing the country according to law, strengthens the construction of socialist democracy and the legal system, promotes the rule of law, ensures that citizens of all ethnic groups enjoy the rights stipulated in the constitution and law, and educates citizens to perform their due obligations.
The autonomous county protects the legitimate rights and interests of minors, the elderly and the disabled in accordance with the law, and ensures that women enjoy equality between men and women, equal pay for equal work, freedom of marriage and other rights. Article 7 The self-government organs shall ensure that citizens of all ethnic groups in the county have the freedom to use and develop their own spoken and written languages, and the freedom to maintain or reform their own customs and habits. Article 8: Autonomous organs shall protect the freedom of religious belief of citizens of all ethnic groups. No organization or individual may force citizens to believe in a religion or not believe in a religion, nor may they discriminate against citizens who believe in a religion or citizens who do not believe in a religion.
Autonomous organs protect normal religious activities in accordance with the law and safeguard the legitimate rights and interests of religious groups, religious activity venues and religious citizens. No organization or individual may use religion to engage in activities that disrupt social order, harm citizens' health, hinder the national education system, or otherwise harm national interests, social public interests, and citizens' legitimate rights and interests.
Religious groups, religious activity venues and religious affairs are not subject to the control of foreign powers. Article 9: Autonomous organs shall respect and protect the rights of the people's congresses and people's governments of ethnic minority townships to adopt specific measures suitable for the characteristics of the ethnic groups in accordance with the law, and help ethnic townships develop economic and social construction undertakings.
The head of an ethnic township shall be a citizen of the ethnic minority who established the ethnic township. Article 10: Autonomous organs strengthen the construction of township and town political power. Autonomous agencies promote the development of various civil affairs undertakings. Autonomous organs attach great importance to national defense education, strengthen people's armed forces in accordance with the law, and do a good job in building militia and reserve forces. Chapter 2 Autonomous Organs of Autonomous Counties Article 12 The autonomous organs are the Autonomous County People’s Congress and the Autonomous County People’s Government.
Autonomous organs implement the principle of democratic centralism. Establish and improve procedures and systems for democratic decision-making and democratic supervision. Article 13 The Autonomous County People’s Congress is the local state power organ of the autonomous county.
Deputies to the People's Congress of autonomous counties are elected in accordance with legal provisions. The number of representatives of Tibetans and other ethnic minorities among the deputies to the Autonomous County People's Congress shall be determined in accordance with the law and in accordance with the relevant regulations of the Standing Committee of the Sichuan Provincial People's Congress.
The Autonomous County People's Congress shall formulate autonomy regulations and separate regulations based on the political, economic and cultural characteristics of the autonomous county, and submit them to the Standing Committee of the Sichuan Provincial People's Congress for approval before implementation.
