What is Hezhai Village, the first villager autonomous village in China?
Hezhai is a remote mountain village in Yizhou District, Guangxi, located at the junction of Yizhou, Liujiang and Xincheng. There are 12 natural villages with 1052 households and a population of 4,398, of which 95.3% are Zhuang and 70% are mountainous. This is the birthplace of "villager autonomy" in China. The first villagers' self-governing organization in China was born in Guo Zuotun, a natural village where the former Hezhai production brigade was established, so Hezhai was called "the first village of villagers' self-governance in China".
Hezhai Village in Yizhou City is an ordinary small mountain village in Guangxi. But in 1980s, villagers initiated the organization and system of villagers' autonomy, which was called "the first village of villagers' autonomy in China" and went down in history.
1978 18 farmers in Xiaogang village, Fengyang county, Anhui province pressed their red handprints on the land household contract, which opened the curtain of rural economic reform in China. Two years later, an election was held in Hezhai Village, Pingnan Township, Yizhou District, Hechi City, Guangxi Province, which initiated the rural villagers' autonomy in China.
Wei Huan, then 38, was elected by secret ballot as the director of Guo Zuotun village committee in Why Zhai Village. The first village committee and the first village committee director in China were born.
These two events, which had a far-reaching impact on rural areas in China, are collectively called two historic changes in rural areas in China. As the first director of the village committee, Wei Huanneng was awarded the title of "Pioneer of Reform" at the celebration of the 40th anniversary of reform and opening up held in February last year, becoming the only person in our district who won this honor.
Development situation
Over the years, through the implementation of villagers' autonomy, Hezhai Village has solved the problems closely related to people's production and life, such as electricity consumption, water use, school building construction, hardening roads, canals, and installation of closed-circuit television. Today, more than 90% farmers in the village have installed closed-circuit television, and more than 70% farmers have lived in reinforced concrete buildings.
The annual per capita income of villagers increased from 57.83 yuan in 1980 to 3050 yuan in 2007. The village also invested more than 500,000 yuan to build a number of activity places such as the elderly activity center, Wubao New Village and the office building of the village committee.
According to Wei Xiangsheng, the current director of the village committee, if there are small contradictions and disputes between villagers, they will not "solve them with their mouths and knives and sticks" as in earlier years, but take the initiative to seek mediation from the village committee.
Nowadays, with the gradual improvement of hardware facilities in Hezhai Village, the village committee pays more and more attention to the development of villagers' quality and culture and education, organizes various cultural and sports activities, and improves all aspects of villagers' quality.
