What is an "immigration director"?

The requirements of countries for "immigration supervision" are:

America: It takes two and a half years to become an American citizen within five years.

Canada: To become a citizen, you must live for three years within four years, and you must live for two years within five years after obtaining an immigrant visa to retain your permanent resident status.

Australia: To become an Australian citizen, you must have lived for four years within five years.
