The following innovative and entrepreneurial talents who have settled in our city can purchase their first house within the urban area: 1. Fresh graduates from ordinary colleges and universities (including higher vocational colleges, technical college preparatory technician classes or senior engineering classes) ( Including graduates within two years of graduation); 2. Persons who have returned from studying abroad; 3. Persons with a graduate degree or above; 4. Persons with a bachelor's degree under the age of 40; 5. Intermediate and above professional and technical personnel; 6. Senior workers (national professional qualifications Level 3) and above highly skilled talents; 7. Other talents who comply with the house purchase policy. 2. Application Materials Applicants need to provide the following materials: 1. "Application Form for Qualification Certification of House Purchasing for Talents in Hefei City"; 2. Applicant's ID card, household register or permanent resident population registration form, marriage certificate; 3. Applicant's employment status in Hefei Proof of social security payment must be provided. If you start a business in Hefei, you must provide a business license; 4. Identity materials of the applicant’s family members (spouse and children under 18 years old); 5. The applicant’s academic certificate, study abroad certificate, professional title certificate or national professional qualification Certificate. Online application: Applicants who meet the talent housing purchase policy can apply online through the Hefei Special Office of the Anhui Government Service Network. Offline application: Applicants who meet the talent housing purchase policy bring relevant application materials to the real estate management department for processing. Those who purchase commercial housing can go to the Commercial Housing Management Section of the Hefei Housing Transaction Management Center (Address: 3rd Floor, Area D, Factor Market, No. 2588 Nanjing Road, Binhu District, Tel: 0551-62625713); those who purchase existing housing can go to the Factors Apply at the online signing management window for existing housing in the big market (Address: 2nd Floor, Area D, Factor Market, No. 2588 Nanjing Road, Binhu District, Tel: 0551-62630850), or go to the online signing management window for existing housing at Dongyi Financial Plaza (address: Third floor, Building B, Dongyi Financial Plaza, No. 169 Funan Road, Luyang District, Tel: 0551-62623317). 2. Review the applicant’s home purchase qualifications through online verification or query of the applicant’s relevant information. If the verification meets the conditions, it will be approved; if the verification fails, the applicant can verify and supplement relevant information and reapply. If the applicant finds that the feedback information is incorrect, he or she may submit a modification application to the relevant competent authority. 3. The information of the applicant who has passed the review is loaded into the housing transaction system, the relevant information is transmitted to the taxation and real estate registration departments, and the applicant goes through the house purchase procedures in accordance with the procedures. 4. Other requirements 1. All relevant departments must cooperate with each other to strengthen the review of talents’ qualifications for home purchase, continuously improve the working mechanism, and promptly solve problems that arise during work. 2. If the applicant commits fraud during the application process, upon verification, the applicant will be disqualified from purchasing a house and be included in the integrity system. Any staff or relevant units who commit fraud will be dealt with seriously in accordance with laws and regulations. 3. If the applicant intends to purchase commercial housing or purchase existing housing through a real estate intermediary company, the real estate development company or intermediary company must assist or act as an agent to handle the relevant procedures. These detailed rules will be interpreted by the Municipal Real Estate Bureau in conjunction with relevant departments. These detailed rules shall come into effect from the date of issuance and shall be valid for 3 years.
