Hanjiang river basin is rich in natural resources, strong economic foundation and superior ecological conditions. It is an important axis connecting Wuhan city circle and western Hubei eco-cultural tourism circle, and an important link connecting northwest Hubei and Jianghan Plain. It has the function of "integrating the two circles, connecting the region, connecting the north and the south, and connecting the east and the west", and has an important strategic position and outstanding driving role in the economic and social development pattern of Hubei Province. 1, the requirements of national ecological civilization construction and the smooth implementation of the middle route project of South-to-North Water Transfer Project. Danjiangkou reservoir area, as the source of the Middle Route of South-to-North Water Transfer Project, is an ecological area that must be protected. After the water transfer, the flow in the middle and lower reaches will be reduced by 26.9%, and the ecological impact will continue to appear, with outstanding ecological contradictions and challenges. It is both a challenge and an opportunity for our province to ensure that the clear water from one river is permanently transported to the north, while maintaining the ecological security and well-being of the reservoir area and the middle and lower reaches of the Han River, and ensuring the people along the Han River in Hubei Province and the immigrants in the reservoir area to get rich. It is urgent to seize the opportunity of the implementation of the Middle Route of South-to-North Water Transfer Project, study the development and construction of the Hanjiang River Basin in Hubei Province, strive for the attention of the national strategy, and create a new growth point for Hubei's economic development.

As an important part of the economic and social development of Hubei Province, the Hanjiang River Basin has long lacked strategic care at the provincial level. The development of the Hanjiang River Basin has always been sub-regional, and the role of the Hanjiang River as a link has not been fully exerted, and the pattern of coordinated development between the upstream and downstream banks and between the left and right banks has not been fully formed. It is urgent to bring the development and construction of the Hanjiang River Basin into the provincial strategic level, increase the promotion, give it the same important position as the "two circles and one belt", and form the development pattern of "two circles and two belts". On August 20 1313, the Hubei provincial party Committee and the provincial government held an on-site office meeting in Shiyan city to study "how to ensure that a reservoir of clean water will be sent to the north forever when the middle route project of South-to-North Water Transfer is about to store water?" How to promote the transformation and leapfrog development of the reservoir area? " At the meeting, the main leaders of the provincial party Committee and the provincial government demanded that "the relevant departments of the province and cities and counties along the line should strengthen research, make overall plans, integrate resources, make concerted efforts, further improve the comprehensive development of the middle and lower reaches of the Hanjiang River, and make the Hanjiang River Basin a new growth zone for the province's economic and social development." In accordance with the spirit of this instruction, the Provincial Development and Reform Commission immediately organized a research group to conduct a special investigation in the relevant cities and counties along the Yangtze River from August 16 to August 20, and actively listened to the opinions and suggestions of the cities along the Hanjiang River and Shennongjia forest area on accelerating the development of the Hanjiang River Basin. On the basis of absorbing and sorting out the relevant opinions and suggestions from all parties, the Provincial Development and Reform Commission produced the Report on Accelerating the Development of Hanjiang Ecological Economic Belt in Hubei Province.
