Protection Status of Dongjiang Lake National Wetland Park

Zixing Municipal Party Committee and Municipal Government firmly establish the concept that "protecting Dongjiang Lake is the greatest achievement", and take the protection of Dongjiang Lake water resources as the leader of sustainable development and the protection of Dongjiang Lake's sustainable development as the biggest task.

(1). In view of the important position and present situation of Dongjiang lake water resources, the 26th meeting of the Standing Committee of the Ninth People's Congress of Hunan Province passed the Regulations on Environmental Protection of Dongjiang Lake Water in Hunan Province (hereinafter referred to as the Regulations) on 2001+0/. As a result, Dongjiang Lake became the first large-scale reservoir protected by special legislation in China, which sought a solid legal guarantee for the sustainable development of Dongjiang Lake. Zixing Municipal Party Committee and Municipal Government attached great importance to the implementation of the Regulations, and successively promulgated a series of policies and measures such as Regulations on Water Quality Protection and Management of Dongjiang Lake in Zixing City, Interim Measures on Tourism Management in Zixing City, Regulations on Tourism Boats and Boats in Dongjiang Lake, Interim Provisions on Pollution Prevention and Control Management of Dongjiang Drinking Water Source Protection Area in Zixing City, and Notice on Comprehensive Improvement of Environmental Pollution in Key Areas, Watershed and Industries, and also hired the Provincial Environmental Protection Department.

(2) Focus on protecting one lake and good water in Dongjiang Lake, and take effective measures to strictly control the pollution of industry, agriculture, life, water transportation and tourism in the reservoir area from the source. In the villages and towns in the reservoir area, combined with the construction of new countryside, actively carry out rural cleaning projects, further promote the construction of ecological homes, promote ecological planting, planting, ecological recycling, ecological breeding and other production methods, educate and guide the masses to expand afforestation in front of the courtyard, promote biogas clean energy, standardize the dumping of domestic garbage and sewage, and beautify the green environment. At the same time, more than 80 million yuan was invested to help several towns and villages near the lake build centralized sewage treatment facilities. Every year, we insist on investing 3 million yuan to carry out water quality monitoring and supervision in Dongjiang Lake and improve the environment of fishery culture, dismantle cages that do not meet the requirements of environmental protection according to law, and gradually eliminate non-environmental protection ships. Resolutely crack down, rectify, close down and ban illegal non-ferrous metal mining and mineral processing in Dongjiang Lake area, vetoing 46 projects that may cause excessive pollution and vetoing investment of nearly 300 million yuan. Among them, the open-pit scheelite mining project with the largest reserves in the world and an annual tax of 50 million yuan in Dongjiang Lake area has effectively reduced the direct pollution to water sources.

(3) Actively promote forestry construction focusing on ecological public welfare forests, and successively demarcate 985,200 mu of national and provincial public welfare forests, and invest more than 40 million yuan to vigorously implement afforestation, returning farmland to forests, and returning fruits to forests. Actively explore the construction path of Dongjiang Lake Wetland Park, enhance the conservation of forest water resources in the reservoir area, and effectively reduce the amount of soil erosion in the reservoir area. Actively carry out replanting and replanting tens of thousands of acres of forests, consolidating the defense line to curb soil erosion; Intensify the comprehensive control of the collapse in the reservoir area and the river basin, and carry out "net-pulling" and "carpet" investigation on the geological disaster points in the reservoir area, so as to find one place, comprehensively control one place and consolidate an ecosystem; The dredging treatment of silted rivers in the reservoir has been strengthened, river banks and ballast dams have been built, and the reservoir bank protection project has been implemented, effectively reducing the amount of sand and gravel entering the lake. Invested 654.38+0.2 billion yuan to actively strive for and implement the Dongjiang reservoir relocation project with high quality and high efficiency (on August 6, 2008, the National Development and Reform Commission hosted a coordination meeting on the relocation and resettlement of Dongjiang reservoir immigrants in Beijing, which clarified the investment scale, fund-raising scheme, implementation principles and other requirements of Dongjiang reservoir resettlement project). By the end of August, 2009, * * had started 64 resettlement sites for migrants to avoid danger. 2,982 households with 95 16 people have been relocated (* * * 4,954 households need to be relocated1510 people), which not only effectively protects the safety of migrants' lives and property, but also effectively reduces the damage of human factors to the ecological environment of the lake area.

Since the implementation of the Regulations on March 1 2002, the water environment of Dongjiang Lake has been effectively protected, with clear water surface and good water quality. According to the water samples of Dongjiang Lake Reservoir detected by Shenzhen Monitoring Station of the National Urban Water Supply Quality Monitoring Network, Dongjiang Lake has all met the requirements of 89 national first-class water quality monitoring projects, that is, Dongjiang Lake can be directly drunk without purification, which has made great contributions to Zixing's economic and social development and the development of the surrounding and downstream cities of Dongjiang Lake.
