Measures of Beijing Municipality on the Administration of Introducing Graduates

Chapter I General Provisions

Article 1 These Measures are formulated in order to implement the 14th Five-Year Plan for Beijing's national economic and social development and the outline of the long-term objectives for 2003-2005, continuously improve the level of "four services" around the functional construction of "four centers", further create an institutional environment for discovering, introducing, cultivating and retaining outstanding graduates, give full play to the role of college graduates as a valuable talent resource, and promote the high-quality development of the capital.

Article 2 The graduates mentioned in these Measures are non-Beijing permanent residence fresh graduates who are included in the national unified enrollment plan, do not belong to directional or entrusted training, have no labor (employment) relationship with any unit during the highest academic degree, and have obtained academic degrees on time. Graduates who are employed for the first time within two years after graduation shall refer to the implementation.

Article 3 The introduction of graduates shall be based on the principles of overall planning, improving quality and ensuring key points, and accurate introduction and hierarchical management shall be implemented. Establish a three-level management system with clear rights and responsibilities, reasonable division of labor, scientific decision-making, openness and transparency, and strong supervision, which is composed of the Municipal Human Resources and Social Security Bureau, the competent unit and the employing unit.

(a) the Municipal Human Resources and Social Security Bureau is responsible for formulating policies and plans for the introduction of graduates in this Municipality and organizing their implementation, and supervising and managing the competent units and employers.

(3) Employers should introduce graduates according to the policy of introducing graduates, manage graduates well, strengthen training and retention, and provide a good working and growing environment.

Article 4 The employing unit shall apply for the introduction of graduates through the following channels:

(a) municipal organs and institutions, social organizations, municipal state-owned and state-controlled first-class enterprises, with this unit as the competent unit, report to the Municipal Human Resources and Social Security Bureau.

(2) District-level organs, institutions, social organizations and state-owned and state-holding enterprises shall report to the Municipal Human Resources and Social Security Bureau with the district human resources and social security department as the competent unit.

(3) Non-public enterprises and other employers shall report to the Municipal Human Resources and Social Security Bureau with the district human resources and social security department at the place of registration as the competent unit. If the place of registration is inconsistent with the place of tax payment, it can be declared through the district human resources and social security department of the place of tax payment with the consent of the place of tax payment.

Chapter II Index Management

Article 5 The Municipal Human Resources and Social Security Bureau shall, according to the scale of introduction determined by the municipal government, formulate an annual index distribution plan and follow the following principles:

(two) to ensure the basic needs of education, health, culture, sports, urban operation and other public services;

(three) support the development of suburbs, hard industries and grassroots;

(four) according to the demand of the year and the introduction of graduates in previous years.

Article 6 Competent units shall allocate indicators according to development needs. Among them, the human resources and social security departments of each district should focus on the regional functional orientation and comprehensively consider the development prospects of employers, fiscal and taxation contributions, employment absorption, and training of retained graduates.

Chapter III Introduction Conditions

Article 7 An employing unit that introduces graduates shall meet the following conditions:

(a) registered within the administrative area of this Municipality;

(two) in good condition, pay taxes according to law;

(three) have the right to manage personnel files or entrust the city's human resources service agencies to manage files and handle settlement procedures;

(four) the entry conditions for employers in the region (system) as stipulated by the competent unit.

Article 8 In principle, the age of graduate students shall not exceed 26 years, the age of master students shall not exceed 30 years, and the age of doctoral students shall not exceed 35 years.

Article 9 Graduates' majors should meet the needs of the employer's main business development, with a high degree of job matching.

Tenth graduates should meet one of the following conditions:

Master's and doctoral graduates;

(2) "Double-class" construction of undergraduate graduates in universities in Beijing and outside Beijing;

(3) Writers, directors, actors, stage technicians and other positions in the cultural industry can introduce art college graduates who can set up their own undergraduate courses with the approval of the Ministry of Education;

(four) athletes, coaches, event operations and other sports industry positions can be introduced to the national professional sports colleges and universities undergraduate graduates;

(five) teachers in suburban primary and secondary schools and kindergartens can be introduced to undergraduate graduates who teach in provincial normal universities or other universities;

(six) medical, pharmaceutical, nursing and technical positions in the suburban medical and health system can be introduced to undergraduate graduates of provincial medical colleges; Medical, pharmaceutical and technical positions in the city's medical and health system can introduce undergraduate graduates who have passed the training of residents (including other majors implemented with reference to the standardized training system for residents).

Article 11 The following import items shall be listed separately in the plan:

(1) High-tech industries such as integrated circuits, artificial intelligence, medicine and health supported by the municipal government, key projects of "two districts" construction, municipal "service package" enterprises, key tax sources, key introduction and key cultivation enterprises, unicorn enterprises, recruiting the top 200 domestic university graduates with bachelor degree or above in the world, or "double-class" master's degree in construction disciplines;

(2) Civil servants, Selected Graduates (including excellent training programs), doctoral students, retired college students and soldiers, rural teachers with special post programs, and graduates introduced according to the specific policy requirements of the state or this Municipality;

(three) graduates whose parents have obtained permanent residence in this city.

Twelfth graduates who start their own businesses at school or during the suspension period may apply for introduction if they meet the following conditions:

(1) Graduates themselves are the founders or main founders of start-up enterprises;

(2) When the startup enterprise is established, the shareholding ratio of the startup enterprise shall not be less than 65,438+00% (excluding share transfer and later shareholding, etc.). );

(3) Entrepreneurial enterprises belong to key industries in this city, and the innovation and entrepreneurship have achieved remarkable results or promoted employment.

Chapter IV Handling Process

3. If there is no objection after publicity, the competent unit will submit the graduate information to the Municipal Human Resources and Social Security Bureau through the system. The Municipal Human Resources and Social Security Bureau will complete the review and confirmation within 7 working days. If it is approved, the competent unit or the employing unit shall print the Approval Form for the Introduction of Beijing Graduates by XX and the admission notice; If the audit fails, the introduction will be stopped.

After reaching the agreed settlement period, the employer will fill in the graduation certificate number, degree certificate number and original household registration of the graduates through the system, and the competent unit will review and submit the settlement information. 2. The competent unit should go to the public security department to handle the formalities for graduates to settle down.

Chapter V Decision-making Procedures

Article 16 The competent department shall, with reference to these Measures, establish and improve the decision-making procedures on major issues concerning the introduction of graduates, put the admission conditions and index allocation of graduates introduced by employers on the important agenda, and implement collective research and decision-making in accordance with the "three majors and one big" decision-making system.

Chapter VI Supervision and Administration

Article 20 The employing unit shall do a good job in selecting and employing people and improve the system of selecting and employing people. Establish labor (employment, employment) relations with graduates according to law, reasonably agree on the service period, and fulfill the responsibilities and obligations such as handling employment settlement procedures and paying social security; Establish effective communication channels to let graduates know about the development, operation and settlement years of the unit, and maintain the stability of imported graduates.

Twenty-first graduates should be honest and trustworthy, and make a commitment to the authenticity, validity and legality of the materials provided. It is forbidden to resort to deceit; Be responsible for your job hunting behavior, work hard and abide by various rules and regulations.

Twenty-second Municipal Human Resources and Social Security Bureau is responsible for the inspection of the introduction of graduates, and the inspection results are linked to the distribution indicators. Under any of the following circumstances, depending on the seriousness of the case, interviews, reduction of indicators, suspension of the introduction of graduates, etc. Suspected violations of discipline and clues, transferred to the discipline inspection and supervision organs; Suspected of illegal crimes, transferred to judicial organs according to law:

(1) Introducing graduates to employers outside the jurisdiction;

(two) do not strictly verify the application materials, prevarication, delay, resulting in damage to the interests of the service object;

(3) Failing to establish a legal labor (employment) relationship with graduates in accordance with regulations or failing to fulfill the obligation to pay social security;

(four) on the grounds of introducing graduates, collecting agency fees, service fees and other fees for customers;

(five) there are major problems in the training and retention of graduates, which have adverse social impact;

(six) to assist graduates to provide false materials;

(seven) whether there is bribery, bribery or bribery;

(eight) there are other violations of laws, regulations or rules and regulations.

Twenty-third graduates take the initiative to leave or fail to pass the inspection, before they can go through the formalities of settlement. The employer informs the graduates and submits the application. After the examination by the competent unit, it shall be reported to the Municipal Human Resources and Social Security Bureau to cancel its admission notice and stop handling the settlement. There are serious dishonesty or fraud, or graduates and their stakeholders have bribery, stop settling down, and record bad information; Those who have obtained permanent residence in this city shall be cancelled; Those suspected of violating the law and committing crimes shall be transferred to judicial organs for handling according to law.

Chapter VII Supplementary Provisions

Article 25 These Measures shall come into force as of the date of promulgation.
