After investigation, most of these people were employees of Bao'an Tang Pharmacy in Zhenjiang City. The leader was Xie, the person in charge of Bao'an Tang. According to Xie's account, in June this year, she found a training institution in Zhenjiang to consult on issues related to the qualification examination for licensed pharmacists.
