In order to implement the Interim Provisions on Open Recruitment of Public Institutions (Order No.6 of the Ministry of Personnel) and the Opinions of the Organization Department of the Provincial Party Committee, the Provincial Personnel Department, the Provincial Editorial Office and the Provincial Department of Finance (No.55 [2007]), select talents scientifically and fairly, improve the quality of new recruits and standardize the entry methods, it is decided that relevant issues will be notified as follows from May 2007:
I. Scope of Recruitment
Institutions (except those managed with reference to the Civil Service Law), management posts, professional and technical posts and ground skills posts established with the approval of the preparation department need to be supplemented with staff, and should be openly recruited for the society by combining examination and assessment. Policy resettlement personnel, personnel appointed by superiors according to the cadre and personnel management authority, and personnel in classified positions really need to use other methods to select and appoint personnel, which shall be handled in accordance with relevant policies and regulations.
Second, the recruitment target and conditions
Recruiters of public institutions should be openly recruited for the society, and all qualified personnel can apply for the exam.
Candidates must meet the following basic requirements: having China nationality; Abide by the Constitution and laws; Good conduct; Professional or technical requirements required for the post; Adapt to the physical conditions and other conditions required by the post. Open recruitment of public institutions shall not set discriminatory conditions such as geography and gender.
Third, the implementation of the recruitment work
(a) institutions to apply to the preparation department. According to the audit notice prepared by the organization, the vacancy ratio and post structure, fill in the Audit Form for Open Recruiters of Provincial Institutions in Henan Province, and prepare the open recruitment plan of this unit.
(two) institutions will report the audit form and recruitment plan to the competent department for approval, and the competent department will report it according to the management authority. Institutions affiliated to the Party Committee shall be reported to the Organization Department of the Provincial Party Committee, and institutions affiliated to the government shall be reported to the Provincial Personnel Department for examination and filing. The Organization Department of the Provincial Party Committee and the Provincial Personnel Department uniformly and publicly released the recruitment information on the open recruitment webpage opened by the major media such as Henan Daily and Dahe Daily and the website of the Henan Provincial Personnel Department (www.hnrs.gov.cn).
(three) the financial allocation of institutions to recruit managers, workers and technicians and accounting, computer and other public positions, to take a unified examination method. The unified examination is organized once a year, and the written examination is entrusted to the examination center of the Provincial Personnel Department and the examination service center for skilled workers of provincial organs and institutions. Registration, qualification examination, interview, physical examination and assessment shall be organized and implemented by the competent department in conjunction with the employer.
(4) For the non-public recruitment of posts in financial allocation institutions, the employer or the competent department shall, according to the needs of the post, choose written examination, interview or other forms to evaluate the knowledge level, professional quality and working ability of competitors in order to meet the post requirements. The examination can be organized by the competent department in a unified way, and can also be organized and implemented by the employer under the guidance of the competent department.
(5) The Organization Department of the Provincial Party Committee, the Provincial Personnel Department, the competent departments of public institutions and the employing units * * * establish an interview expert database for new personnel in public institutions. Interview examiners of financial institutions must be selected from those who have obtained the certificate of interview examiner. Interviewers in self-supporting institutions can be selected from the interview expert database, or they can form their own judges. In order to ensure the scientificity of the test questions, the Organization Department of the Provincial Party Committee and the Provincial Personnel Department will gradually establish an evaluation system for the test questions.
(six) the list of personnel to be hired should be published on the website of Henan Provincial Department of Personnel, and accept the supervision of candidates and all sectors of society. The publicity period is 7 days.
(7) The employing unit shall fill in the List of Open Recruiters of Provincial Institutions in Henan Province, the List of Open Recruiters of Provincial Institutions in Henan Province, and the Record Form of Open Recruiters of Provincial Institutions in Henan Province, and report to the Organization Department of the Provincial Party Committee, the Provincial Personnel Department, and the provincial office for examination and filing with the consent of the competent department, and go through relevant formalities.
(eight) the employer and the newly hired personnel signed an employment contract, and after verification, they went through the formalities of personnel agency in the provincial talent exchange center. The probation system is implemented for new employees. Those who fail to pass the examination after the probation period, after being audited by the competent department and reported to the examination and approval department for the record, the employer may cancel their employment qualification.
(9) With the consent of the organization and personnel department, the employing unit and the competent department shall recruit high-level talents, special (in short supply) professionals and personnel with senior professional and technical positions or doctor's degrees who are in urgent need of introduction through direct assessment, and report to the Organization Department of the Provincial Party Committee, the Provincial Personnel Department and the provincial office for relevant formalities according to the management authority.
Four. Related requirements
Open recruitment for new recruits is an important reform measure of provincial institutions, with strong policy and wide coverage. All departments and units should attach great importance to it, strengthen leadership, make careful arrangements, organize meticulously, make policies, information, procedures and results public, and report relevant materials according to the specified time to ensure the smooth development of recruitment. From May 1 day, those who fail to openly recruit or employ according to the prescribed procedures will not go through the relevant formalities. Before the end of the year, a comprehensive inspection will be conducted on the open recruitment of new recruits by provincial institutions, and the inspection results will be notified. Hired personnel who have not been openly recruited, once verified, will be resolutely retired and the relevant personnel will be held accountable.
