Article 1 In order to rationally utilize resources, improve the efficiency of resource utilization, protect the ecological environment and promote the sustainable development of economy and society, these Measures are formulated in accordance with the relevant provisions of national laws and regulations and the actual situation of this autonomous region. Article 2 The term "comprehensive utilization of resources" as mentioned in these Measures refers to the rational utilization of primary minerals and associated minerals in the process of mining mineral resources; Recovery and rational utilization of waste residue, waste water (liquid), waste gas, waste heat and residual pressure generated in the production process; Recover and recycle all kinds of waste materials produced in the process of social production and consumption.

The term "products for comprehensive utilization of resources" as mentioned in these Measures refers to the products listed in the national catalogue of products for comprehensive utilization of resources jointly issued by People's Republic of China (PRC) State Economic and Trade Commission, State Planning Commission, Ministry of Finance and State Taxation Administration of The People's Republic of China. Article 3 The Economic and Trade Commission of the people's government at or above the county level is the administrative department in charge of the comprehensive utilization of resources of the people's government at the same level, and is responsible for the supervision and management of the comprehensive utilization of resources within its administrative area.

The relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, assist the administrative departments in charge of comprehensive utilization of resources to do a good job in the supervision and management of comprehensive utilization of resources. Article 4 People's governments at all levels implement economic policies that encourage comprehensive utilization of resources. Give preferential treatment and support to construction projects and products for comprehensive utilization of resources in terms of investment, credit and taxation; Units and individuals that have made remarkable achievements in the comprehensive utilization of resources shall be commended and rewarded. Article 5 People's governments at all levels shall formulate medium-and long-term plans and annual plans for comprehensive utilization of resources and incorporate them into the plans for national economic and social development. Article 6 People's governments at all levels should strengthen scientific and technological research and development on comprehensive utilization of resources. Scientific and technological research and development projects should be included in the scientific and technological research plan, and the required funds should be included in the annual special plan for scientific and technological funds. Article 7 The autonomous region shall establish a statistical report system for comprehensive utilization of resources. Units that discharge industrial waste and units engaged in comprehensive utilization of resources shall regularly submit statistical reports on comprehensive utilization of resources to the statistical department. Eighth of the comprehensive utilization of resources products to implement standardized management. Enterprises to carry out comprehensive utilization of resources to produce products shall organize production according to national standards, industry standards or local standards. Without the above standards, the production enterprise shall formulate enterprise standards and report them to the standardization administrative department for the record. All enterprises and institutions engaged in comprehensive utilization of resources shall be reported to the administrative department of comprehensive utilization of resources of the people's government at or above the county level for confirmation, and shall be examined and approved by the Economic and Trade Commission of the autonomous region in conjunction with the relevant administrative departments of the autonomous region. Tenth construction projects involving comprehensive utilization of resources, the project approval, feasibility study, engineering design and construction, should have the content of comprehensive utilization of resources; Without comprehensive utilization of resources, the relevant departments shall not approve it. The comprehensive utilization project of resources shall be completed at the same time as the main project. Not completed at the same time, the relevant departments shall not organize the construction project acceptance. Eleventh in the exploration and exploitation of mineral resources, the original ore and associated ore with development and utilization value must be unified planning, comprehensive exploration, evaluation, exploitation and utilization. Geological exploration departments should have chapters (sections) on comprehensive utilization of resources in geological exploration reports; The mine design department shall, while determining the mining scheme of main mining varieties, put forward a feasible recovery and utilization scheme of primary and associated minerals. Article 12 An enterprise shall comprehensively utilize the wastes generated in the production process, give priority to the comprehensive utilization of waste residue, waste water (liquid), waste gas, waste heat, residual pressure and leftover materials, and establish and improve comprehensive utilization facilities. Thirteenth enterprises do not have the conditions for the comprehensive utilization of waste generated in the production process, it should support other units for comprehensive utilization, and give freight subsidies to the units that use waste.

The waste disposal unit will provide the treated waste to the waste utilization unit, and the waste disposal unit can charge a certain treatment fee to the waste utilization unit.

Waste discharge units shall ensure that waste resources are provided to waste utilization units. Fourteenth new construction, expansion, renovation of coal-fired power plant projects, should establish a comprehensive utilization of fly ash facilities, equipped with fly ash transportation system according to actual needs, its investment should be included in the total project budget.

Coal-fired power plants that have been put into operation should give priority to the comprehensive utilization of fly ash in the technological transformation plan of enterprises, and be equipped with ash removal facilities and ash storage facilities. Fifteenth roads, dams, backfilling and other engineering projects within 50 kilometers from coal-fired power plants, coal mines and fly ash and coal gangue yards should be mixed with fly ash or coal gangue. Sixteenth encourage the production and use of new building materials products produced by industrial solid waste, and restrict the production and use of solid clay bricks.

Solid clay brick factories built within 20 kilometers of fly ash and coal gangue storage yard must transform their production processes within a time limit and take fly ash and coal gangue as their skills. Seventeenth relevant departments should formulate water quota standards and water-saving plans for the industry, improve the comprehensive utilization rate of wastewater, implement recycling water and multi-purpose water, and improve the reuse rate. Eighteenth administrative departments in charge of comprehensive utilization of resources shall make overall plans with the administrative departments of urban construction and environmental sanitation, gradually implement the classified recovery and treatment of urban garbage, and strengthen the recycling of urban garbage.
