Comrade Li Changhua, secretary of the bureau’s party committee and director, presides over the overall work of the party committee and administration of the Municipal Public Security Bureau, and is in charge of the Discipline Inspection Commission, Equipment Finance Section, Legal Affairs Section, and the Municipal Armed Police Squadron.

Comrade Cheng Qiang, deputy secretary of the party committee and political commissar of the bureau, assists Comrade Li Changhua in handling the daily work of the bureau. He is in charge of the political and engineering department and the office (command center) and is responsible for the team building of the public security agency, the construction of party style and clean government, and family planning work.
