Heilongjiang Reclamation Area (i.e., Heilongjiang General Administration of Agricultural Reclamation, Heilongjiang Agricultural Reclamation System) is directly under the central government and is under the Agricultural Reclamation Bureau of the Ministry of Agriculture. It is the largest and most mechanized state-owned farm economic region in the country and an important national commodity grain production base and agricultural and sideline products processing base. The General Administration has jurisdiction over 9 branches including Baoquanling Branch, Hongxinglong Branch, Jiansanjiang Branch, Mudanjiang Branch, Jiuzan Branch, Bei'an Branch, Qiqihar Branch, Suihua Branch, and Harbin Branch, 114 farms and ranches, and 546 state-owned and State-controlled enterprises, 593 non-state-owned enterprises, more than 750 social institutions in education, science and technology, culture, and health, 16 scientific research and development institutions, 4 general colleges and universities, 3 adult colleges and universities, 2 general secondary vocational schools, 138 general middle schools, 140 primary schools, 126 hospitals, 90 health and epidemic prevention stations, 70 maternal and child health stations, 71 television broadcast stations, 111 cable TV stations, and 1 daily newspaper.
