The human resources and social security departments are responsible for guiding and participating in the recruitment and salary determination of auxiliary police.
The financial department is responsible for the financial guarantee of the auxiliary police.
The Department of Veterans Affairs is responsible for the acceptance, investigation and audit of the martyrs' evaluation and the survivors' pension that meet the conditions of martyrs' evaluation after the death of the auxiliary police (workers). Article 7 The duties of the auxiliary police shall be determined in accordance with the relevant provisions of the state and the province. Auxiliary police shall carry out auxiliary police work according to law under the command and supervision of public security organs and their people's police, and the legal consequences shall be borne by the public security organs that use auxiliary police.
The behavior of auxiliary police in performing their duties according to law is protected by law, and citizens, legal persons and other organizations shall support and cooperate with them. Chapter II Recruitment of Auxiliary Police Article 8 The recruitment of auxiliary police shall follow the principles of openness, equality, competition and merit selection, unify recruitment standards and procedures, and strictly select and use them. Article 9 The municipal, district and county (city) public security organs shall, jointly with the human resources, social security and financial departments at the same level, put forward the annual employment plan of auxiliary police in their respective regions, and report it to the people's government at the same level for approval after obtaining the consent of the public security organs at the next higher level. Article 12 An application for auxiliary police shall meet the prescribed conditions. The following personnel can be given priority under the same conditions:
(1) Survivors of martyrs, survivors of soldiers who died in the line of duty, survivors of people's policemen, spouses and children of people's policemen who were disabled in the line of duty above Grade 4;
(2) Heroes, models and advanced individuals;
(3) Rescuers who quit the national comprehensive fire rescue team;
(4) graduates from public security or political and legal colleges;
(five) personnel with professional qualifications and special skills required for the post;
(six) other preferential employment as stipulated by the state and the province.
Items 1 and item 2 of the preceding paragraph can be planned separately and targeted for recruitment. Chapter III Daily Management Article 13 The management of auxiliary police shall be incorporated into the overall planning of political work and team building of public security organs. Establish and improve the mechanism of party building, team building and trade union work. The relationship between the auxiliary police and the Communist Youth League is incorporated into the organization and management system of the Party and Youth League of this unit according to regulations.
City, county (city) public security organs shall clarify the management department of auxiliary police, and be responsible for the recruitment, deployment, assessment, promotion, demotion, dismissal and filing of auxiliary police. The employing unit of the public security organ is the directly responsible department for the management and use of the auxiliary police, and is responsible for the daily management, supervision and education of the auxiliary police and the implementation of relevant systems. Fourteenth municipal public security organs shall, in accordance with the relevant provisions of the state and the province, manage the number of auxiliary police officers and issue work permits, standard clothing and signs.
Auxiliary police shall wear uniform clothes, signs and certificates in accordance with the regulations when performing their duties. During the period of non-performance of duties, you shall not wear standard clothing or signs.
Auxiliary police due to retirement, resignation, termination of labor relations and other reasons to leave the post of auxiliary police, the public security organ that uses the auxiliary police shall promptly recover the allotted auxiliary police number, work permit, standard clothing, signs, safety protection equipment and other items. Fifteenth auxiliary police can be equipped with and use shields, self-defense sticks, protective spray and other safety protection equipment, but not equipped with and use weapons.
The auxiliary police can assist the people's police in patrol, inspection, blocking control, escort and other work. In case of an emergency that endangers public safety, social order and the personal and property safety of citizens, they can assist in the use of necessary bundled police equipment under the guidance of the people's police.
