In order to effectively fulfill the duty and mission of preventing and resolving major safety risks and responding to all kinds of disasters and accidents, according to the provisions of laws and policies such as the Measures for the Recruitment of Firefighters for National Comprehensive Fire Rescue Teams (Ministry of Human Resources and Social Security Fa [2021] No.58), the relevant matters concerning the recruitment of firefighters for National Comprehensive Fire Rescue Teams in 2022 are hereby announced as follows:

I. Recruitment Plan and Organization

With the approval of the Emergency Management Department and Ministry of Human Resources and Social Security, the National Comprehensive Fire Rescue Team recruited 17625 firefighters (all male), including 6279 college graduates, 5673 retired soldiers and 5673 social youths. See annex 1 for the specific recruitment plan.

The conscription office of the national comprehensive fire rescue team organizes and implements the conscription work in a unified way, and the provincial conscription offices are responsible for the specific conscription work.

Second, the recruitment conditions and scope

(1) Having China nationality;

(2) Abide by the Constitution and laws and support the Communist Party of China (CPC)'s leadership and socialist system;

(three) volunteer to join the national comprehensive fire rescue team;

(4) Age 18 to 22, date of birth 1 September 19991to August 3, 20041. The age of people with college education or above, retired soldiers of the People's Liberation Army and Armed Police Force, full-time government firefighters with more than 2 years of actual combat experience and full-time government forest firefighters can be relaxed to 24 years old (1 born after September 19971). With the approval of the Emergency Management Department, the age of special professionals in urgent need of fire fighting and rescue work may be further relaxed, and in principle, they shall not exceed 28 years old (1 born after September 19931);

(5) Having a high school education or above;

(6) physical and mental health;

(7) Having good conduct;

(eight) other conditions stipulated by laws and regulations.

College graduates must be the 2022 graduates who have participated in the unified entrance examination of ordinary colleges and universities (including postgraduate training units) and obtained full-time college education or above and corresponding degrees. College graduates recruited by the state in 2020 and 20021year who did not work in their work units when they left school and during the job-seeking period (the job-seeking period is two years as stipulated by the state) can be treated as fresh graduates, and their household registration, files and organizational relations remain in the original graduate school, or in graduate employment departments at all levels (graduate employment guidance service centers), talent exchange service institutions at all levels and public employment service institutions at all levels.

Retired soldiers must be retired soldiers from the People's Liberation Army or the Armed Police Force (including firefighters who retired from the national comprehensive fire rescue team after the expiration of their service), mainly retired conscripts from combat troops.

Full-time government firefighters and full-time government forest firefighters who are relaxed to 24 years of age must work in the first-line fire fighting and rescue posts at the grassroots level (determined according to the grouping of grassroots team members) and have more than 2 years of direct fire fighting and rescue experience.

Third, online registration and qualification examination

Firefighters are recruited by online registration, and the qualification examination is conducted by online preliminary examination and on-site review.

(1) Register online. Recruiters can log on to the National Firefighter Recruitment Platform () after 23: 00 on July 29th, 2022 and before August 29th, 2022 18, to inquire and browse the recruitment information and register.

According to their identity categories, recruits choose the type of personnel (college graduates, retired soldiers or social youth) and fill in personal information for household registration and real-name authentication. Retired soldiers should not conceal their service experience and choose "college graduates" or "social youth" to register. Once found, it will be disqualified.

The recruitment object logs into the registration system with the registered account number and password and enters the corresponding registration channel. According to the system prompt, enter information such as application intention, voluntary adjustment, academic experience, commendation and reward, and upload photos of certificates, residence permits, retirement certificates and other pictures. The photo of the registration certificate includes my recent 1 inch bareheaded front color photo (blue background or white background, 295×4 13 pixels, in jpg or jpeg format) and my ID card photo (the front and back of the ID card are taken horizontally, and the whole ID card must be in the center without leaving a border to ensure clarity, in jpg or jpeg format). The ID card photo can only be uploaded after being verified by system tools. Recruiters with full-time college education or above must fill in their own majors and professional codes (you can check them on the notice bulletin board of the fireman recruitment platform). Full-time government firefighters and full-time government forest firefighters who are relaxed to 24 years of age must submit the certificate of more than 2 years' actual fire rescue work experience issued by the personnel department of the superior competent unit. Those who provide false registration information will be disqualified.

Recruiting objects can choose to register in the province where the household registration is located or the province where they often live according to their personal wishes. If you register in the province where your household registration is located, you can choose your intention to apply according to the recruitment plan; Those who register in the province where they often live with a residence permit can only apply for the local fire rescue team or forest fire brigade. There are adjustment options in the column of registration intention. If you choose to obey the adjustment, you can choose from the options of "crossing teams in the same province" (volunteering to adjust between the provincial fire rescue team and the forest fire brigade), "crossing provinces with the same team" (volunteering to adjust nationwide within the selected team) and "crossing teams across provinces" (volunteering to adjust between two teams across the country). Obeying the transfer staff has a higher chance of admission.

To apply for special professionals to relax their age registration, I shall submit a written application and a copy of relevant certificates to the Provincial Firefighter Recruitment Office before August 8, and apply for online registration after being reviewed and publicized by the Provincial Firefighter Recruitment Office and reported to the Emergency Management Department for approval. See Annex 2 for standard conditions and treatment procedures.

Recruiters can also go to various detachments, brigades and fire rescue stations (squadrons) of the National Comprehensive Fire Rescue Team to receive publicity materials and fill in the registration information online. Recruiters must print the admission ticket with their registered account number and password and check the recruitment progress. Please remember it.

(2) online preliminary examination. During the online registration period, the provincial fire recruitment offices will simultaneously conduct a preliminary examination of the registration information of the recruited object, which will be completed within 5 working days after the registration information is submitted in principle. Candidates who leave their jobs without justifiable reasons and fail to pass the political examination and review in previous firemen's recruitment will not be approved in the first instance.

Before the online preliminary examination, the recruiter can modify the registration information or cancel the registration information by himself.

After the online preliminary examination is passed, the registration information may not be modified in principle. If it is really necessary to modify the registration information or the type of applicants selected by the recruitment object, I will apply in the registration system and explain the reasons. After the examination and approval by the Provincial Firefighter Recruitment Office, I modify the information by myself and re-submit it for examination or cancellation, and then re-register. If the registration information is incomplete or the selected applicants are of the wrong type and fail in the preliminary examination, the recruiter should modify the information by himself according to the prompt of the registration system, re-submit the information for review or cancellation and re-register. If it is found that it does not meet the requirements in the preliminary examination, the recruited object can apply for modifying the information in the registration system, explain the reasons for the modification in detail, report it to the provincial fireman recruitment office for examination and approval, and then modify the information by itself and re-submit it for examination or cancellation before re-registering. To modify the information application limit of 1 time, the applicant must declare before August 24, and will not be accepted from 0: 00 on August 25.

(3) On-site review. According to the online preliminary examination results, according to the notification requirements of the Provincial Firefighter Recruitment Office, recruits are required to take the original and photocopy of ID card (residence permit), household registration book, diploma (degree certificate), discharge certificate, meritorious service award and other documents to participate in the on-site audit. Full-time government firefighters and full-time government forest firefighters who are relaxed to 24 years of age must provide proof of more than 2 years' practical work experience in fire fighting and rescue, labor contracts and social security materials. Those who pass the examination must carefully read the Love Letter for Firefighters Recruitment of National Comprehensive Fire Rescue Team in 2022 (Annex 3) and sign the Registration Form for Firefighters Recruitment of National Comprehensive Fire Rescue Team for confirmation. Those who refuse to sign will be disqualified.

If the registration information is false or does not meet the scope of recruitment conditions, the review will not be passed.

Fourth, physical examination and assessment test

Those who pass the qualification examination will participate in physical examination, political assessment, physical fitness test, post adaptability test, psychological test and interview with their ID cards and admission tickets. The specific order, time and place shall be announced by the Provincial Firefighter Recruitment Office.

(1) physical examination. In the designated general hospitals above the municipal level, the medical examination standards for candidates (ground personnel) shall be implemented, and those who fail shall not be employed. Recruiters who have doubts about the results of physical examination and apply for a second interview may have a second interview with the consent of the provincial fireman recruitment office, and the results of physical examination shall be subject to the conclusion of the second interview; Items that can affect the examination results by taking drugs or other treatment methods will not be re-examined. Based on the special requirements of the fire rescue profession, those who are assessed as disabled and have serious injury treatment records are not suitable for fire rescue work and will not be employed.

(2) Political assessment. According to the requirements of political assessment of conscription.

(3) Physical fitness test and post adaptability test. According to the national comprehensive fire rescue team 2022 firefighters recruitment physical fitness test and post adaptability test items and standards (Annex 4). The physical fitness test shall be graded quantitatively, and the single effective score is between 1 and 15 (those who have not achieved effective results will not be hired), with a total score of 40 points. The individual scores of post adaptability test must be above the "general" standard.

(4) Psychological test and interview. The psychological test is conducted by the fireman recruitment psychological investigation system, and the system automatically judges "qualified" or "unqualified". The interview refers to the practice of public recruitment in public institutions, and implements quantitative scoring. The full score is 100, and less than 60 is "unqualified". If one of the psychological tests and interview results is "unqualified", it will not be hired.

Verb (abbreviation of verb) propaganda and employment

(1) publicity. According to the physical fitness test, interview total score, direct employment and priority employment rules of college graduates, retired soldiers and social youth, as well as the comprehensive physical examination, political assessment and post adaptability test, the list of persons to be hired (to be added) is determined according to the number of people not exceeding the recruitment plan 130% (specifically determined by the provincial fireman recruitment office), and announced to the public on the bulletin board of the recruitment platform. Before the recruitment object is publicized, it is necessary to sign a commitment letter for joining the team. If it refuses to sign a commitment letter, the employment will be cancelled.

1. Direct employment rules: graduates who have taken the unified entrance examination of national colleges and universities (including postgraduate training institutions) and obtained full-time undergraduate degree or above and corresponding degrees will be awarded retired soldiers with personal class III or above, retired firefighters with personal class III or above in the national comprehensive fire rescue team, and those who pass the examination will be directly employed. The priority order is academic level, urgently needed major (see Annex 5 for the professional catalogue) and personal class III or above. Rewards for individuals with more than Class III merit are meritorious projects organized and implemented in accordance with the Disciplinary Regulations of the People's Liberation Army of China or the Interim Provisions on Awards for Emergency Management Systems.

2. Priority employment rules: Full-time college graduates urgently need priority employment. Under the same conditions, priority will be given to those who have been commended by "three good students" and "outstanding league members" and special professionals who have relaxed the age requirement for registration.

(2) Recruitment and induction training. According to the publicity, determine the employee list. If there are no problems or the problems reflected will not affect the employment, the employment procedures shall be handled in accordance with the prescribed procedures; If there are serious problems and there is evidence, they will not be hired; If there is a serious problem in the report, but it is difficult to verify it at the moment, the employment will be suspended, and the decision whether to hire will be made after verification and conclusion.

Newly hired firefighters attend a one-year induction training. Within 3 months of induction training, organize political review and re-examination, physical examination and psychological test. Will affect the fire rescue work of lumbar disc herniation, meniscus injury, ligament injury, ankylosing spondylitis and other diseases into the scope of physical examination and re-examination. Those who are unqualified will be dismissed. Those who fail to report for duty after employment, or those who leave within 2 months of induction training, can make up the records from the publicity personnel according to the ranking order and re-record. Sign an induction training agreement for those who pass the re-examination and re-examination, clarify the rights and obligations of both parties, and go through the employment filing procedures. If the examination fails at the expiration of the induction training, or there are other situations that are not suitable for fire rescue work, the employment will be cancelled.

Newly hired firefighters shall not resign within 5 years (including the induction training period), and those who leave without justifiable reasons shall not participate in the recruitment of firefighters again, and shall be recorded in the credit records of relevant personnel. Those who leave their jobs without justifiable reasons during the induction training must return their personal salary and pay back the re-examination fee for physical examination and training meals.

Throughout the recruitment process, the local COVID-19 epidemic prevention and control measures were strictly implemented, and the recruitment procedures, time and place were adjusted and changed. Ask the recruits to understand and cooperate.

Career development and safety of intransitive verbs

Firefighters who have been approved for employment and passed the examination after the expiration of on-the-job training shall be awarded the corresponding fire rescue titles in accordance with the Regulations of People's Republic of China (PRC) on Fire Rescue Titles, which shall be uniformly distributed by the conscription corps within the administrative area of this province (autonomous regions and municipalities directly under the Central Government). After working for a specified number of years, according to personal ability and quality, actual performance and job vacancy, you can be promoted step by step according to the specified proportion. Excellent firemen are selected to be trained by China Fire Rescue College through individual enrollment, and hired as cadres after graduation. Firefighters with full-time bachelor degree or above can also be directly promoted to cadres through special examinations.

Firefighters should implement policies and systems such as wages and benefits that are consistent with their job rank sequence and conform to the professional characteristics of fire fighting and rescue. During 1 year induction training, the treatment will be temporarily implemented according to the standard of preparing firefighters (level I).

Notice on Doing a Good Job of Preferential Treatment for National Comprehensive Fire Rescue Team Personnel (Emergency [2065438+09] No.84) and Notice on Matters Related to Safeguarding the Preferential Rights and Interests of National Comprehensive Fire Rescue Team Personnel jointly issued by the Emergency Management Department, the National Development and Reform Commission, the Ministry of Education, the Ministry of Finance, the Ministry of Human Resources and Social Security, the Ministry of Transport and the Ministry of Veterans Affairs (Transport Regulations [201) No.4) and other documents make it clear that the personnel of the National Comprehensive Fire Rescue Team enjoy special preferential policies in terms of casualty pension, exit resettlement, employment and entrepreneurship, family preferential treatment, children's schooling, housing and medical care, transportation and sightseeing.

Firefighters implement a full-time exit mechanism. If it is not suitable to continue to engage in fire rescue work, if it is approved by the organization for other reasons, it will be arranged to quit. Among them, if the work is less than 12 years and it is necessary to arrange to quit, subsidies will be given according to regulations; Work 12 years, under the retirement age, arranged by the government, or choose to receive self-employment subsidies according to my wishes; Retirement arrangements that meet retirement conditions.

Seven. Discipline and supervision

The recruitment of firefighters insists on the openness of information, process and results, and actively accepts social supervision. This recruitment does not specify exam counseling books, nor does it hold or entrust any institution to hold exam counseling training courses. The National Comprehensive Fire Rescue Team's Flying Recruitment Office and the Provincial Firefighters' Flying Recruitment Office respectively announced the reporting telephone numbers, accepted relevant reports and complaints in a timely manner, and investigated and handled them in accordance with relevant regulations.
