Do you need the owner's signature to reach an agreement with the property to reduce the property fee for two years?

I absolutely need it. Black and white is the legal basis, and the property must be signed when making some kind of agreement. For example, it is common for property fees to be discounted or reduced. If the property is not allowed to sign, it will not be protected by law, so the owner will eventually suffer. The owner can print the form himself, or ask the property manager to print and sign before signing.
