First, the significance of social management

For a long time, the Family Committee, as a grass-roots mass autonomous organization for enterprises to perform social management functions, has played an active role in maintaining social stability and promoting economic and social development under the guidance of its enterprises and the government. With the deepening of the reform of state-owned enterprises in our city, the current situation of family committees has not adapted to the rapid development of urban construction and the continuous improvement of management level. It is of great significance to transform family committees into socialized management of community neighborhood committees and other workers' living quarters, and transfer them to the local government and bring them into community management, so as to improve the function of residents' autonomy, expand grassroots democracy, promote economic and social development, maintain social stability, and further strengthen the management of urban planning and construction.

Second, the principle of socialized management

For the living quarters of employees who have not set up family committees, the sub-district offices (towns and fields) should combine local conditions and bring the living quarters into the scope of local socialized management. In line with the principles of convenient management, convenient service, convenient residents' autonomy and convenient resource development, the living quarters of family members are reasonably divided based on the geography of streets and lanes, and the number of households is subordinate to geography, combined with the original community situation. Sub-district offices (towns and fields) that need to be divided into communities will report the division plan to the District Civil Affairs Bureau for examination and approval, and report it to the government for approval.

If the scale of workers' living quarters is less than 500 households, residents' groups shall be set up to bring the whole area into the nearby communities; If the scale is more than 500 households, or if the scale is less than 500 households but relatively independent, a separate community can be established. Fourth, the transfer of social management tasks.

1. 5. District Housing Authority is responsible for guiding community residents to set up owners' committees in accordance with relevant regulations to supervise and manage residential property management activities. 6. The District Health Bureau is responsible for coordinating the establishment of community health service stations in conditional living areas, or coordinating relevant community residents to seek medical treatment in the nearest community health service institutions, and bringing the community residents into the management of the nearest health service institutions.

7. The District Bureau of Culture and Sports and the District Bureau of Education and Sports are responsible for organizing activities such as "sports and culture into the community" according to the actual situation of the living area and the needs of residents; Actively strive for the support and investment of higher authorities and all sectors of society, acquire cultural and fitness facilities for the community, and enrich the cultural and sports life of community residents.

8. The District Civil Affairs Bureau is responsible for urging the sub-district offices (towns, fields) to do a good job in community building and residents' self-government after households change their residence in accordance with the Organic Law of Residents' Committees and the relevant documents at higher levels.

9, street offices (towns, fields) in accordance with the principle of territorial management, responsible for the future community management and service of state-owned enterprise staff living quarters.
