Regulations of Tangshan Municipality on the Administration of Dog Raising

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Animal Epidemic Prevention, the Measures for the Implementation of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and other relevant laws and regulations, and in light of the actual situation of this Municipality, in order to strengthen the management of dog breeding, standardize the behavior of dog breeding, ensure the health and personal safety of citizens, and maintain social public order and city appearance and environmental sanitation. Second units and individuals engaged in dog breeding, breeding, trading, diagnosis and treatment and related management within the administrative area of this Municipality shall abide by these regulations.

The management of military, police, performance and scientific research dogs and commercial meat dogs shall be implemented in accordance with relevant state regulations. Article 3 The principle of strict management shall be followed, and the principles of combining management with service, combining law enforcement by administrative organs with daily management by grass-roots organizations, and combining self-discipline of dog-raising units and individuals (hereinafter referred to as dog owners) with social supervision shall be adhered to. Fourth city, county (city) District People's government is responsible for the implementation of these regulations, and establish a dog management coordination mechanism, strengthen work coordination and information feedback, establish an interconnected work system, and implement law enforcement linkage.

The relevant government departments shall, in accordance with the following duties, do a good job in dog management:

(a) the public security organ is the competent department in charge of dog management, responsible for the implementation of dog registration according to law, accepting dog complaints, promptly investigating and handling public security disputes, and investigating dog disturbing behavior; Supervise and inspect the dog owners' compliance with the registration system, and investigate and deal with illegal dog raising and illegal dog carrying in other public places outside roads and squares; Killing rabies; Organize the reception and management of ownerless dogs and stray dogs.

(II) The urban management administrative law enforcement department or the competent urban management department (hereinafter referred to as the urban management law enforcement department) is responsible for investigating and dealing with the behavior of selling dogs and dog owners on roads, squares and public transport vehicles that damage the city appearance and environmental sanitation due to poor dog management; Assist the public security organs to investigate and deal with illegal dog raising and illegal dog taking out; In public places such as roads and squares, assist public security organs to kill rabies and take in stray dogs.

(3) The animal husbandry and veterinary department shall be responsible for the supervision and management of dog immunization, quarantine, diagnosis and treatment services and prevention and monitoring of animal infectious diseases according to law; Cooperate with the public security organs to carry out harmless treatment of epidemic dogs and dead dogs, and inspect and urge dog owners to carry out immunization, quarantine and harmless treatment of their dogs; Timely sampling and diagnosis of dogs suspected of rabies; Monitor, prevent and control the epidemic situation of animal rabies, and provide epidemic information to the health department in time; Assist the local government to determine the epidemic area of animal rabies and put out the epidemic situation.

(four) the health department is responsible for the supervision and management of the reserve and vaccination of rabies vaccine for human use in medical institutions and the timely treatment of people bitten by dogs; Do a good job in monitoring, reporting, investigating and handling the epidemic situation of human rabies to prevent and control the spread of rabies in the population; Carry out health knowledge propaganda on rabies prevention.

(five) the administrative department for Industry and commerce is responsible for the supervision and management of dog business activities, and investigate and deal with illegal business activities.

(six) the food and drug supervision and management department is responsible for the supervision and management of the quality and sales of rabies vaccine.

Radio, television, newspapers and other news media should publicize dog management regulations and health and epidemic prevention knowledge. Fifth city street offices and Township People's governments are responsible for the daily supervision and management of dog raising, and contact and coordinate law enforcement departments to deal with problems in dog raising management in a timely manner.

Community residents' committees, residential owners' committees, villagers' committees (hereinafter referred to as grass-roots organizations), property management units, dog industry associations and other organizations shall assist in dog management, carry out publicity and education on dog raising according to law and civilized dog raising, and mediate disputes caused by dog raising according to law. Sixth urban and rural residents should establish a civilized dog fashion, consciously respect the rights and living habits of others, and shall not interfere with social order and the legitimate rights and interests of others. Chapter II Dog Immunization, Quarantine and Registration Article 7 Dogs shall be managed by districts. The city's urban areas, development zones (parks, administrative districts and industrial zones), counties (cities) and towns included in urban planning areas are key management areas, while other areas are general management areas.

Special areas with concentrated population in general administrative areas can be managed according to key administrative areas. The specific regional scope shall be determined and promulgated by the people's governments of cities and counties (cities). Eighth key management areas, the implementation of rabies immunization, dog registration and annual inspection system, without immunization, registration of dogs, shall not be kept; Residents are only allowed to keep one small dog per household, and it is forbidden to keep strong dogs and large dogs (except guide dogs and auxiliary dogs).

General management area, the implementation of rabies immunization, dog filing system, dogs without immunization, not feeding; No more than two dogs are allowed in each household.

The variety and quantity of dogs allowed by the unit shall be examined and approved by the local county-level public security organ according to the actual needs.

The breed of strong dogs and the body height and length standards of large dogs shall be determined by the municipal animal husbandry and veterinary department in conjunction with the municipal public security organs, and shall be announced to the public regularly.

Organs, hospitals (except animal hospitals), schools, kindergartens and dormitory areas are prohibited from raising dogs.
