Regulations of Panjin Municipality on Urban and Rural Appearance and Environmental Sanitation Management (202 1 Revision)

Chapter I General Provisions Article 1 In order to strengthen the management of urban and rural appearance and environmental sanitation, create and maintain a clean, beautiful and livable urban and rural environment, and promote the construction of moderately developed cities in the world, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the management activities of urban and rural appearance and environmental sanitation within the administrative area of this Municipality. Article 3 The management of urban and rural appearance and environmental sanitation in this Municipality follows the principles of unified leadership, territorial management, socialized service, public participation and social supervision. Article 4 The municipal housing and urban-rural construction department is the competent administrative department of urban and rural appearance and environmental sanitation in this Municipality, and is responsible for the management of urban and rural appearance and environmental sanitation in this Municipality.

County (District) housing and urban and rural construction departments under the leadership of the people's government at the same level, responsible for the area of urban and rural appearance and environmental sanitation management.

Town People's Government and sub-district offices shall be responsible for the management of urban and rural appearance and environmental sanitation within their respective jurisdictions, coordinate, supervise and inspect the management of urban and rural appearance and environmental sanitation within their respective regions, and urge units and individuals to fulfill their obligations of maintaining urban and rural appearance and environmental sanitation.

City, county (District) development and reform, planning, environmental protection, health and family planning, public security, water conservancy, transportation, industry and commerce administration, education, rural economy, civil affairs, finance, marine and fishery and other relevant departments and patriotic health movement institutions shall perform their management duties related to urban and rural appearance and environmental sanitation according to law.

Villagers' committees and residents' committees shall assist the town people's government and sub-district offices in the management of urban and rural appearance and environmental sanitation. Article 5 The administrative penalties stipulated in these Regulations and the administrative compulsory measures related to administrative penalties shall be implemented by the urban and rural appearance and environmental sanitation law enforcement departments. Article 6 The people's governments of cities and counties (districts) shall incorporate urban and rural appearance and environmental sanitation into the national economic and social development plan, incorporate the funds needed for urban and rural appearance and environmental sanitation into the fiscal budget at the corresponding level, establish a diversified investment mechanism with public finance as the mainstay and social funds as the supplement, and encourage social capital to participate in the construction and operation of urban and rural appearance and environmental sanitation facilities. Seventh city and county (District) people's government should strengthen the publicity and education of urban and rural appearance and environmental sanitation, and enhance citizens' awareness of maintaining urban and rural appearance and environmental sanitation.

Radio, television, newspapers, outdoor advertisements and other mass media should have public welfare publicity content in terms of urban and rural appearance and environmental sanitation. Article 8 The people's governments of cities and counties (districts) shall, relying on the operation and management platform of smart cities and in accordance with the requirements of grid, intelligence and refinement, establish and improve the management system of urban and rural appearance and environmental sanitation, realize the four-level linkage response of cities, counties (districts), streets (towns) and communities (village committees), and continuously improve the comprehensive coordination, supervision and management and service level of urban and rural appearance and environmental sanitation management. Article 9 All units and individuals have the right to keep urban and rural appearance and environmental sanitation clean and tidy, have the obligation to keep urban and rural appearance and environmental sanitation clean and tidy, and have the right to discourage and report acts that damage urban and rural appearance and environmental sanitation.

Encourage units and individuals to provide convenience for urban and rural appearance and environmental sanitation workers. Chapter II System of Responsibility Zones Article 10 The system of responsibility zones shall be implemented in the management of urban and rural appearance and environmental sanitation in this Municipality.

Urban and rural appearance and environmental sanitation responsibility area refers to the buildings, facilities, places and areas within a certain range where the relevant units and individuals bear the responsibility for urban and rural appearance and environmental sanitation management.

The responsible person shall be responsible for the urban and rural appearance and environmental sanitation work in the responsible area. Eleventh urban and rural appearance and environmental sanitation responsibility areas and responsible persons shall be determined in accordance with the following provisions:

(a) urban roads, back streets and alleys, bridges, underground passages, squares, green spaces, public toilets and garbage transfer stations and other public * * * areas shall be the responsibility of environmental sanitation operation units;

(two) the implementation of property management in residential areas is responsible for the property service enterprises; Residential areas that have not implemented property management shall be responsible for the town people's government or sub-district offices.

(three) the railway station, bus terminal, port terminal and bus terminal (parking lot) are in charge of the management unit;

(four) markets, markets, night markets and other open-air markets in the morning by the management unit;

(5) Commercial outlets, newsstands, etc. Responsible by the operator;

(six) the operator is responsible for operating tourist attractions, parks, parking lots and other areas; Non-operating tourist attractions, parks, parking lots and other areas are the responsibility of the management unit;

(seven) the management area of organs, enterprises, institutions, organizations and troops shall be in charge of this unit;

(eight) responsible for highways, railways and their management units;

(9) The construction unit shall be responsible for the construction site; The construction unit shall be responsible for the land used for construction projects that have not yet started or stopped.

(ten) the waters and rivers are the responsibility of the management unit;

(eleven) approved by the temporary occupation of roads and venues;

(twelve) the implementation of the housing levy area, the responsible person has moved out, the town people's government or the street office is responsible for. The management unit is responsible for the appearance and environmental sanitation of relatively independent functional areas such as economic parks and industrial parks.

Village appearance and environmental sanitation shall be the responsibility of the villagers' committee.

If the responsible area or person is unclear, it shall be determined by the local town people's government and sub-district office; If the responsibility of the responsibility area across administrative regions is not clear, it shall be determined by the administrative department of urban and rural appearance and environmental sanitation at the next higher level. After the area of responsibility and the responsible person are determined, the responsible person shall be informed in writing.
