Chapter I General Provisions Article 1 In order to safeguard the legitimate rights and interests of users and water supply enterprises, standardize the management of water supply and water use, ensure the safety of water supply and water use, and promote water conservation, these Regulations are formulated in accordance with the People's Republic of China (PRC) Water Law, the Regulations on Urban Water Supply, the Regulations on Property Management and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to water supply, water use and related management activities within the administrative area of this Municipality. Article 3 The people's governments of cities and towns shall incorporate water supply into the national economic and social development plan, make overall management and scientific planning, promote the construction of infrastructure such as public water supply supporting pipe networks, and ensure the safety of water supply. Article 4 The municipal water supply department shall be responsible for the management of water supply and use within the administrative area of this Municipality, and organize the implementation of these Regulations.

The water administrative department is responsible for the supervision and management of the development, utilization and protection of water supply sources; The competent health department is responsible for the supervision and monitoring of water supply sanitation.

Development and reform, environmental protection, public security, quality and technical supervision, land and resources, urban and rural planning, finance, state-owned assets supervision and management departments, do a good job in water supply and management within their respective responsibilities. Article 5 Any unit or individual has the right to report and complain about the acts of polluting water supply sources, damaging water supply facilities and illegally supplying and using water.

The water supply departments of the people's governments of cities and towns and the water supply enterprises shall establish and improve the complaint reporting mechanism and handle user complaints in a timely manner. Sixth urban people's governments should strengthen the management of planned water use and water conservation, widely carry out publicity and education on water conservation, and raise the awareness of the whole people on water conservation.

Water supply enterprises shall cooperate with planned water use and water conservation management, adopt advanced water-making technology, strengthen the transformation, management and maintenance of water supply facilities, formulate water conservation publicity plans, and carry out water conservation publicity on a regular basis.

Newspapers, radio, television, internet and other news media should strengthen water-saving publicity and broadcast or publish water-saving public service advertisements. Chapter II Planning and Construction of Water Supply Facilities Article 7 The competent department of water supply shall, jointly with other relevant departments such as urban and rural planning, formulate special plans for water supply according to law.

The water administrative department shall, jointly with relevant departments, prepare a special plan for water conservation according to law.

The competent department of water supply shall, according to the needs of economic and social development, special planning for water supply and special planning for water conservation, prepare the annual plan for the construction of public water supply facilities, and organize the implementation after reporting to the people's government at the same level for approval. Eighth water supply enterprises to build, rebuild and expand drinking water supply facilities, the site should meet the health requirements, and seek the opinions of the health authorities. Ninth new construction, expansion and reconstruction projects should be in accordance with the provisions of the construction of corresponding water supply facilities, water pressure requirements beyond the water pressure service standards, the construction unit should support the construction of secondary water supply facilities. The secondary water supply facilities shall adopt advanced water supply methods, and be designed, constructed and put into use simultaneously with the main building project. Tenth new residential water supply facilities shall be designed and constructed in accordance with the requirements of one household, one meter and one water meter.

If the original residence has not been transformed into one household and one meter, it shall be transformed by the water supply enterprise, and the user shall cooperate with it. The required expenses shall be raised by the enterprise itself or appropriately raised in the water fee. Eleventh survey, design, construction and supervision of water supply projects shall be undertaken by units with corresponding qualifications, and shall abide by the standards and norms of the state and industry on the construction of water supply facilities. Twelfth water supply facilities construction should use materials and equipment that meet the relevant standards and health norms, and shall not use materials and equipment that are explicitly prohibited and eliminated by the state. Thirteenth new construction, renovation and expansion of water supply facilities, the construction unit shall organize the relevant units for acceptance, without acceptance or unqualified acceptance, shall not be put into use. Fourteenth self-built water supply facilities need to be connected with public water supply facilities due to special circumstances, the construction unit or the owner of the facilities shall apply to the water supply enterprise for connection, and the water supply enterprise shall make a written reply within ten working days from the date of receiving the application. Chapter III Management and Maintenance of Water Supply Facilities Article 15 The urban people's government shall bring the water supply facilities in front of the household water meters into the management scope of public water supply facilities, and the water supply enterprises shall be responsible for the renovation, repair and maintenance. If the owner or the original management unit transfers the water supply facilities to the management and maintenance, the water supply enterprise shall accept it. Sixteenth new residential water supply facilities after acceptance, the construction unit handed over to the water supply enterprise management and maintenance. Seventeenth public water supply facilities shall be managed by water supply enterprises to ensure safe operation. Water supply enterprises shall regularly inspect and maintain public water supply facilities in accordance with relevant technical standards and norms, and the expenses shall be borne by the water supply enterprises.

Water supply enterprises shall, according to the requirements of social and economic development and relevant standards and norms, update and transform the existing public water supply facilities in an orderly manner, and regularly check the water supply facilities. If the water quality and water pressure do not meet the service standards or the leakage rate of the pipe network does not meet the national standards due to the aging of pipelines and fittings, it shall be replaced and reformed in time. Eighteenth public water supply facilities failure, water supply enterprises should immediately take effective measures to organize emergency repair. The relevant units and individuals shall cooperate.

Necessary measures can be taken to the facilities or other obstacles that affect the emergency repair work, and the property owner or user can be notified in time; After the repair work is completed, the water supply enterprise shall restore the original state or give corresponding compensation according to law.

No unit or individual may obstruct or interfere with the emergency repair of public water supply facilities.
