Chapter I General Principles

Article 2 These Measures shall apply to the classified delivery, collection, transportation, disposal, resource utilization, supervision and management activities of domestic garbage within the administrative area of this Municipality.

Article 3 The term "domestic waste" as mentioned in these Measures refers to the solid waste generated in daily life or activities providing services for daily life, and the solid waste identified as domestic waste by laws and administrative regulations.

Article 4 The classified management of domestic waste in this Municipality follows the principles of government promotion, participation of the whole people, territorial management and local conditions.

Article 5 The Municipal People's Government shall strengthen the work of source reduction and classification of domestic waste, establish a joint meeting system of domestic waste classification management, and coordinate and solve major problems in domestic waste classification management.

The Municipal People's Government shall incorporate the source reduction and classified management of domestic garbage into the national economic and social development plan at the corresponding level, determine the target of source reduction and classified management of domestic garbage, make overall plans for the layout of facilities for classified delivery, collection, transportation and disposal of domestic garbage, give priority to land use and construction, and ensure the capital investment of source reduction and classified management of domestic garbage.

Township People's governments and subdistrict offices (communities) are responsible for the daily management of domestic waste classification within their respective jurisdictions.

Article 6 The municipal administrative department of urban management (hereinafter referred to as the municipal urban management department) shall be responsible for the comprehensive coordination, overall planning, supervision and guidance, inspection and assessment of domestic waste management, and supervise and manage the classified delivery, collection, transportation, treatment and recycling of renewable resources of domestic waste.

The competent department of ecological environment administration is responsible for supervising and guiding the collection, transportation and disposal of hazardous wastes.

The administrative department of housing and urban and rural construction shall be responsible for the supervision and management of the domestic waste classification of property service enterprises, and incorporate the domestic waste classification management into the credit management system of property service enterprises. The health administrative department is responsible for the diversion and classified management of medical waste and domestic waste in the health system.

The administrative department in charge of organ affairs management is responsible for promoting and guiding the garbage sorting work in the office areas of party and government organs, enterprises, institutions and other public institutions, and establishing and improving the supervision mechanism.

Development and reform, finance, natural resources, transportation, cultural tourism, radio and television and other relevant departments should do a good job in the classification of domestic waste according to their respective responsibilities.

Article 8 Villagers' committees and communities shall publicize and guide the source reduction and classified delivery of domestic garbage, incorporate the source reduction and classified delivery of domestic garbage into village regulations and community residents' conventions, and cooperate with township people's governments and neighborhood offices to organize, mobilize and urge villagers and residents to carry out the source reduction and classified delivery of domestic garbage.

Article 11 Units and individuals shall abide by the provisions on the classification and reduction of domestic garbage, reduce the generation of domestic garbage, put domestic garbage into the classified way, fulfill the responsibilities of domestic garbage producers according to law, undertake the obligation of domestic garbage classification, and have the right to report violations of domestic garbage management.

Party and government organs and public institutions should take the lead in garbage reduction and classification, and play a role of demonstration and guidance.

Twelfth urban management, ecological environment, health, commerce, cultural tourism, radio, news and other departments should give full play to their respective advantages, organize the publicity and mobilization of domestic waste source reduction and classification, and promote the whole society to participate in the reduction and classification of domestic waste source.

Radio stations, television stations, newspapers, internet and other media shall, in accordance with the relevant provisions, strengthen the publicity on the source reduction and classification of domestic waste, popularize relevant knowledge, and enhance the public's awareness of the source reduction and classification of domestic waste.

Thirteenth city people's government shall reward the units and individuals that have made outstanding contributions and made remarkable achievements in the management of domestic waste.

Chapter II Classified Delivery of Domestic Waste

Article 14 Domestic garbage in this Municipality can be divided into recyclables, kitchen garbage, harmful waste and other garbage. The classification criteria are as follows:

The municipal urban management department may, according to the actual situation of domestic waste management, put forward an adjustment plan for the classification standard of domestic waste, which shall be implemented after being approved by the Municipal People's Government and announced to the public.

The municipal urban management department shall, jointly with the administrative departments of commerce and ecological environment. , formulate a specific classification catalogue of domestic waste and announce it to the public, and prepare a guide for the classified delivery of domestic waste to guide the classified delivery of domestic waste.

(5) Classified domestic garbage shall be collected and transported by qualified units.

When receiving the domestic garbage delivered by the domestic garbage collection and transportation unit, the domestic garbage disposal unit finds that it does not meet the classification standards, and shall require the domestic garbage collection and transportation unit to re-sort according to the regulations; If the domestic garbage collection and transportation unit does not re-sort, the domestic garbage disposal unit shall report to the administrative department of city management.

If the domestic garbage of public institutions and enterprises does not meet the classification standards, the domestic garbage collection and transportation unit may refuse to accept it.

Chapter III Classified Collection and Transportation of Domestic Waste

Article 22 The municipal competent department shall, jointly with the municipal departments of transportation, housing and urban and rural construction, and traffic management of public security organs, formulate management norms and technical standards for the collection, transportation and treatment of domestic garbage in accordance with laws, administrative regulations and these Measures, and make them public.

Twenty-third garbage collection containers are set in accordance with the following provisions:

(1) Residential areas, including residential areas, apartments and rural residential areas. Four types of containers should be set for recyclables, kitchen waste, harmful waste and other wastes. Large-scale garbage collection facilities should be placed in residential areas.

(2) In the unit area, including party and government organs, enterprises and institutions, social organizations, schools, office buildings and other places, there are four types of containers for centralized dining, including recyclables, kitchen waste, hazardous waste and other garbage; There are no containers for recyclables, hazardous wastes and other garbage.

(three) public areas, including urban roads, stations, squares, shopping malls, parks, stadiums and other public places, set up recyclable garbage containers.

Twenty-fourth domestic garbage should be collected, transported and disposed of separately, and mixed collection, transportation and disposal of classified garbage are prohibited.

Recyclable materials are transported to qualified recycling points or recycling enterprises for processing.

Hazardous wastes shall be collected, transported and disposed of in accordance with the provisions and requirements of relevant laws, regulations and standards. Twenty-sixth urban management administrative departments should build temporary storage places for hazardous waste in hazardous waste concentration points. Hazardous waste concentration points should meet the pollution control requirements of hazardous waste storage.

Hazardous wastes shall be promptly delivered to hazardous waste storage points set up by the competent administrative department of environmental protection for storage, except those directly disposed of by units with hazardous waste business licenses.

Chapter IV Classified Disposal and Resource Utilization of Domestic Waste

According to the needs of intensive land use, improvement of domestic waste treatment capacity and reduction of pollutant discharge, a domestic waste collaborative disposal and utilization base integrating harmless incineration, kitchen waste resource utilization, recycling of renewable resources, sanitary landfill and harmful waste disposal will be gradually established to promote the enjoyment of facilities.
