In order to comprehensively improve the ability of epidemic prevention and control in the whole region, resolutely realize the goal of "preventing import and proliferation" and effectively protect the lives, health and safety of the people in the whole region, ten measures for epidemic prevention and control in communities and villages in Zichuan District are hereby formulated and promulgated as follows:

First, strictly implement closed management. All communities and villages in the whole region must adopt fully enclosed management measures, and only 1 full-time personnel are reserved to guard the entrances and exits, and meet the fire safety requirements, set up fixed duty places, and issue vehicle passes and resident passes to internal personnel; Strictly implement the provisions of "two inspections and one measurement" for checking valid certificates, whereabouts and temperature measurement.

Second, strictly implement the prevention and control forces. Communities and villages fully mobilize grid workers, building directors, villagers' representatives, police assistants, property management personnel, security guards, "double newspaper" personnel, veteran cadres, volunteers and other prevention and control forces. , the implementation of internal prevention and control measures, with the township, public security, health, disease control and other departments to do a good job of follow-up visits and investigations, the first time to grasp the actual situation of personnel, it is strictly prohibited to leak out of control.

Third, strict management of public places. Public places unrelated to residents' lives must be closed. Farmers' stalls, supermarkets, pharmacies and other places should arrange business hours reasonably, disinfect regularly, and all entrants should take their temperature and wear masks.

Fourth, strict rental housing management. Implement the main responsibility of rental housing management, stop renting the rental housing to be rented, and report the lessee's situation to the community and village according to the regulations. Due to poor management, the responsibility of the main unit or individual of the rental house shall be investigated according to law.

Five, strictly restrict the entry of outsiders. Foreigners and vehicles are not allowed to enter communities and villages. Under special circumstances, managers should register for the record and strictly implement the provisions of "two inspections and one test". Express delivery, take-away and vendors are not allowed to enter, and contact-free distribution is implemented.

Six, strictly limit the internal staff to go out. It is advocated that every family should assign 1 family members to go out to purchase necessary living materials every two days. Other people are not allowed to go out except in special circumstances, and they must wear masks when going out. When communicating with others, you should keep the distance above 1 meter. Advocate residents not to visit, communicate or contact in public areas.

Seven, strictly limit the crowd gathering. It is strictly forbidden to participate in mass activities, not to meet or have dinner; Institutional training, market meetings, talent exchange, recruitment and other gathering activities will be cancelled; The "red thing" is closed, and the "white thing" is simple.

Eight, strictly implement the personnel report. Residents returning from outside the city must take the initiative to report to their communities and villages within 4 hours. If you have fever, cough and other symptoms, go to the outpatient clinic and community outpatient clinic at the first time and report to the community and village.

Nine, strict implementation of isolation monitoring. People with a history of living in key epidemic areas must be isolated at home for 14 days and not allowed to go out; People who have close contact with foreigners in key epidemic areas should take the initiative to declare and register one by one, and seek medical treatment immediately if they find unwell symptoms; Contacts with confirmed patients and suspected cases must be isolated for medical observation.

Ten, strictly deal with epidemic-related crimes. Mobilize residents to take the initiative to report; Do not take the initiative to declare, refuse to accept testing, centralized observation, medical observation and other prevention and control measures, spread rumors, drive up prices, hoard, stir up trouble and other illegal and criminal acts that do not obey the epidemic management and disrupt social order, shall be investigated for responsibility according to law and severely cracked down.

During the implementation of epidemic prevention and control measures, towns and relevant departments and units should ensure the necessary living materials in a timely manner. The release time of epidemic prevention and control measures will be notified separately according to the development of the epidemic.
