Measures for the administration of flood control material reserves

Legal analysis: the materials needed for flood control and drought relief are first solved by local flood control and drought relief materials. If it is really necessary to use central materials according to law due to serious floods and droughts, the flood control and drought relief headquarters of provinces, autonomous regions and municipalities directly under the Central Government shall report to the State Defense General for approval. If the situation is urgent, you can also call for approval first and then go through the formalities. The contents of the application include the name, purpose, quantity, transportation place and time requirements of the materials to be allocated to the central government.

Legal basis: Article 12 of the Measures for the Management of Central Flood Control and Drought Relief Materials Reserve, the central materials are used for flood fighting and emergency rescue, flood control and disaster relief of major rivers (lakes) and their important tributaries and important flood control facilities, and drought relief in severe drought areas.
