I. Scope and qualification of transfer

(1) Scope of transfer

General cadres of organs and institutions in the whole region (limited to units of the same nature, excluding vertical management units).

(2) Qualification

One of the following circumstances, shall not participate in the open selection:

Second, the method steps

(1) Registration and qualification examination

2. Qualification examination. Qualification examination runs through the whole process of transfer. Once unqualified personnel are found, their qualifications will be cancelled at any time and the relevant personnel will be held accountable. The transfer-out unit or competent department shall arrange a special person to be responsible for the qualification examination of the applicants, and the transfer-out unit or competent department shall be responsible for the examination results. Once the registration qualification has passed the preliminary examination, the position cannot be changed. Those who pass the qualification examination will receive the admission ticket within the specified time.

The transferring unit or the competent department will submit the qualified "Candidates Summary Form" and the candidates' letter of commitment to integrity to the Organization Department of the District Party Committee and the District Human Resources and Social Security Bureau.

The ratio between the transfer plan and the number of applicants who have passed the preliminary qualification examination is not less than 1:2. If it fails to reach 1:2, the leading group of publicly selected staff will cancel the selected post or reduce the selected post plan accordingly according to relevant regulations. Those who have applied to cancel the job transfer plan can change to other qualified positions within the specified time.

(2) Organizing examinations

The examination is conducted by means of talent assessment, and is organized and implemented by the office of the leading group for openly transferring staff. The time and place of the examination shall be subject to the notice. If the number of people to be transferred is more than the number of people to be transferred due to the same evaluation result of the same position in the transferred unit, the same evaluation result test shall be conducted again.

(3) Investigation and physical examination

1, test. According to the number of transferred positions and examination results, the candidates are determined in the proportion of 1: 1 in the order from high score to low score, and announced to the public.

The inspection and physical examination shall be the responsibility of the competent department of the transferred unit. It is necessary to comprehensively, objectively and fairly understand the political ideology, moral quality, ability and quality, style and discipline, job matching and whether it is necessary to avoid it, and write inspection materials. The unit where the respondent belongs should actively cooperate and objectively reflect the actual situation of the applicant.

2. Physical examination. Physical examination shall be conducted in general hospitals at or above the county level, and the physical examination standards shall be implemented with reference to the General Standard for Physical Examination of Civil Servants (Trial) and relevant regulations. Unless otherwise stipulated by the state, such provisions shall prevail. Applicants who fail to attend the physical examination at the specified time and place shall be deemed to have given up automatically. If re-examination is required according to regulations, it shall not be carried out in the original medical examination hospital, and the re-examination can only be carried out 1 time, and the result shall be subject to the re-examination conclusion.

If there is a vacancy due to abstention or unqualified medical examination, the transfer-out unit shall determine the replacement candidates in turn according to the results of the applicants, and report them to the leading group for transferring staff for approval, and announce them to the public according to the prescribed procedures.

(four) publicity, trial and formalities.

The competent department of the transferring unit shall study and determine the personnel to be transferred according to the test scores, inspection and physical examination results of the applicants, report them to the leading group of the transferring personnel publicly, and publicize them uniformly in Yanzhou Net of China, Yanzhou Party Construction Net and Yanzhou District Human Resources and Social Security Bureau Net. The publicity period is 3 days. After the expiration of the publicity period, if there is no problem or the problem does not affect the selection, a three-month probation period will be implemented. The relationship between personnel and salary will not be transferred during the probation period. After the probation period expires, if the employer passes the examination, it shall go through the deployment procedures in accordance with the management authority, relevant regulations and procedures; Those who fail the examination will still return to their original units and will not be replenished.
