according to article 12 of the regulations on the administration of qualifications of construction enterprises, those who apply for the qualifications listed in article 9 of these regulations shall apply to the competent department of housing and urban construction of the people's government of the province, autonomous region or municipality directly under the central government where the enterprise is located in industrial and commercial registration. Among them, the construction enterprises directly supervised by the state-owned assets management department in the State Council and their subordinate enterprises can apply to the competent department of housing and urban construction in the State Council by the construction enterprises directly supervised by the state-owned assets management department in the State Council.

The competent department of housing and urban construction of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall complete the preliminary examination within 2 working days from the date of accepting the application, and report the preliminary examination opinions and application materials to the competent department of housing and urban construction of the State Council. The competent department of housing and urban-rural construction in the State Council shall complete the examination within 6 working days from the date when the competent department of housing and urban-rural construction of the people's government of the province, autonomous region or municipality directly under the Central Government accepts the application materials, and publicize the examination opinions for 1 working days.

Relevant requirements for the qualification of construction enterprises stipulate:

1. If the qualification certificate of construction enterprises issued by the competent department of housing and urban-rural construction in the State Council is changed, the enterprise shall apply to the competent department of housing and urban-rural construction of the people's government of the province, autonomous region or municipality directly under the Central Government where the enterprise is located in industrial and commercial registration.

2. The competent department of housing and urban-rural construction of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall submit the relevant certification materials to the competent department of housing and urban-rural construction of the State Council within 2 days from the date of accepting the application, and the competent department of housing and urban-rural construction of the State Council shall handle the change procedures within 2 days.

3. The competent department of housing and urban-rural construction, which has gone through the alteration formalities, shall inform the relevant departments at the same level of the alteration of the qualification certificates of construction enterprises in terms of roads, water transport, water conservancy, communications, railways and civil aviation.
