At present, full aid to Tibet is still the main way to send professional and technical personnel to support Tibet. Article 4 Tibetan aid workers should love posts and telecommunications, have the idea of hard struggle, be in good health, meet the requirements of recipient units for their professional knowledge, technical level and management ability, and generally be under 45 years old. Chapter III Selection Procedure and Time Limit Article 5 Xizang Autonomous Region Post and Telecommunications Administration shall, according to the needs of the work, put forward the aid delivery plan and requirements to the counterpart aid delivery unit, and the aid delivery unit shall propose candidates according to the requirements for consultation. Article 6 On the basis of consensus reached by both parties, the aid sending unit shall timely provide the registration form, main achievements and professional expertise of the selected aid workers in Tibet. Article 7 Tibet's post and telecommunications departments should implement the posts of Tibetan aid workers as soon as possible so that Tibetan aid workers can take up their posts after entering Tibet. Eighth counterpart support personnel must hold a letter of introduction of administrative, organizational and wage relations when entering Tibet. You don't have to transfer the relationship between hukou and food. Article 9 After the expiration of the aid period, the counterpart aid workers in Tibet shall still be arranged by the aid dispatching unit. The recipient unit shall promptly determine and send it to the aid dispatching unit. Article 10 The working term of counterpart aid workers in Tibet is tentatively set at three years (excluding vacation time). Due to the needs of the work, it can be extended through consultation between the two parties, and the extension period is generally not more than three years. Full-time teachers in Tibet and teachers who assist Tibet in other ways may, according to the specific circumstances of completing the task of assisting Tibet, agree on the working period by both parties. Article 11 The working period of Tibetan aid workers in Tibet starts from the day when they leave the Sixth Hospital, Chengdu, Xi and Golmud offices in Tibet and ends on the day when they leave Tibet. Chapter IV Relevant Treatment Article 12 During their stay in Tibet, counterpart support personnel shall enjoy the following treatment in addition to the wages and other treatment stipulated by Tibet.
(a) by the sending unit to issue a one-time cold subsidies in 500 yuan.
(2) During the period when Tibetan aid workers work in Tibet, Tibet aid dispatching units shall pay Tibet aid subsidies according to their original standard wages, and the sources of funds shall be solved by each unit.
(3) After the Tibetan aid workers have worked in Tibet for three years, the Tibet aid dispatching unit will give them a promotion salary.
(4) In addition to going back to the mainland for vacation as required, the spouses of Tibetan aid workers in the mainland can go back to Tibet to visit relatives once every three years. If the spouse is a postal worker, the round-trip travel expenses (including accommodation expenses) shall be reimbursed by the spouse's unit; Non-post and telecommunications workers shall be reimbursed by the receiving unit. If you don't leave relatives, you can give it to your spouse 300 yuan at one time. Article 13 The professional and technical positions of Tibetan aid workers shall, in principle, be appointed by the sending units, and the receiving units shall continue to recognize them during their work in Tibet. Article 14 During the working period of Tibetan aid workers, the sending unit shall be responsible for adjusting their basic salary and floating salary. The increased part will not be transferred to Tibet, but will be paid by the sending unit to themselves or their families, and will be included in their salary accordingly after the work of aiding Tibet is completed. Article 15 During the period of aiding Tibet, those who have been promoted to administrative leadership positions can refer to the document No.369 of the Ministry of Posts and Telecommunications (1988) after returning to their original units. Article 16 The treatment of other Tibetan aid workers may be determined by both parties through consultation with reference to the above-mentioned relevant provisions. Chapter V Supplementary Provisions Article 17 The post and telecommunications administrations of all provinces, autonomous regions and municipalities directly under the Central Government may, with reference to these Measures, formulate measures to support the old liberated areas, underdeveloped areas, border areas and poverty-stricken areas of all provinces (autonomous regions and municipalities). Eighteenth matters not covered in these measures shall be implemented in accordance with the relevant provisions of the state and local provinces, autonomous regions and municipalities directly under the central government. Nineteenth the measures shall be implemented as of the date of promulgation, and the personnel department of the Ministry of Posts and Telecommunications shall be responsible for the interpretation.
