Second, the work content and requirements
(1) Contents and requirements of field work
According to the inspection requirements of the Ministry of Communications, the main contents of road administration field work in our province are: carrying out special rectification of major illegal acts to keep the road surface clean and beautiful; Strengthen the overload management of trucks to ensure the integrity, safety and smoothness of roads; Do a good job in the separation of roads and houses and the protection of greening achievements. The specific work contents and requirements are as follows:
1, carry out special rectification of major violations. The highway bureaus of all districts and cities are required to organize special rectification of major illegal acts along the trunk highways of the countries and provinces under their jurisdiction.
(1) Reconstruction of off-highway traffic signs. It is strictly forbidden to set up all kinds of "non-standard" on highway land, shoulder ditches and green belts, and it is strictly forbidden to set up "non-standard" at the crossing gate. Any "non-standard" that has not been approved will be eliminated, and the illegal approval will be cleaned up on schedule. Damage, rust, skew affect the beauty of the road and traffic safety, it shall require the setters to take timely measures such as repair, reinforcement or demolition.
(2) Control illegal buildings in the building control area on both sides of the highway. All localities should take various effective measures to clean up illegal buildings such as pigsty, flue-cured tobacco barn, roadside shops and houses built in the building control area in recent years, intensify road inspections, find and stop new illegal buildings and illegal buildings in time, so as to find and remove one place and curb illegal buildings in the bud.
(3) Governance of illegal acts on highways and highway land. (4) Governance of illegal setting at highway intersections. It is necessary to strengthen management and standardize the examination and approval of crossings. For the branch road which is required to overlap with the main road, the subgrade cannot directly overlap with the side ditch and shoulder of the main road; At least 3 meters long branch road surface elevation is not higher than the main road surface elevation; The road surface of the branch road must be hardened 10 meter or more, and the overlapping parts are separated by ditch cover plate. (5) Management of roadside shops, water filling points and gas stations. Requirements of "the first three stores": ① The site in front of the store is hardened, so that the open space between the outer edge of the roadside store building and the roadside ditch is evenly leveled and hardened, and the hardening elevation of the site is not higher than the pavement elevation; (2) Standardize pre-store management, standardize roadside ditch management and store recruitment settings; (3) Beautify in front of the store, and do a good job of cleaning and greening and beautifying in front of the store. The relevant units shall sign letters of responsibility with the relevant owners along the highway to implement the responsibilities. 2. Strengthen the management of overload. (1) Pay close attention to the changes of ordinary road traffic and over-limit traffic after the cancellation of the government's repayment of secondary road charges in our province, formulate, adjust and refine the emergency plan in time, and do a good job in emergency handling. (2) Intensify the work of overload control, ensure that the first-class station operates in four shifts and three shifts 24 hours a day, and there are enough road officials on duty to ensure that the patrol cars and loading and unloading equipment at the checkpoint are in place and ensure the working expenses of the checkpoint. (3) Strengthen the management of short-distance over-limit vehicles, strengthen source supervision and road enforcement, and severely crack down on short-distance over-limit vehicles such as transporting sand and coal on key sections. (3) Team building and standardized law enforcement

In the first ten days of June 5438+February, the highway bureaus of all districts and cities made a preliminary evaluation on the rectification of major violations in various places, and in the middle and late days of June 5438+February, the provincial highway bureau evaluated the rectification effect in combination with the year-end inspection.
The fifth stage: 20 10 is the sprint stage of improvement. Local highway bureaus should do a good job in hidden danger investigation, leak detection and vacancy filling, and promptly and effectively investigate and deal with highway violations.
2, governance overload work
From May 6 to August 6, 2009, 15, we organized a 100-day joint action to control the overload of freight cars.
