According to the Notice of the Office of the Municipal Party Committee and the Office of the Municipal Government on Printing and Distributing the Implementation Opinions on the Institutional Reform of Kaifeng Municipal People's Government (Bianban [2065438+00] No.5), Kaifeng Human Resources and Social Security Bureau is established as the working department of the municipal government.

major duty

(a) the implementation of national and provincial laws, regulations and policies on human resources and social security; To formulate the city's human resources and social security development plans and policies, and organize their implementation, supervision and inspection.

(two) to formulate the city's human resources market development plan and human resources flow policy, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources.

(III) Responsible for promoting employment in the whole city, formulating urban and rural employment development plans and policies, improving the public employment service system and public entrepreneurship service system, establishing and improving the employment assistance system, improving the vocational qualification system, co-ordinating the establishment of a vocational training system for urban and rural workers, taking the lead in formulating employment policies for college graduates, and formulating training incentive policies for high-skilled talents and rural practical talents jointly with relevant departments.

(four) to co-ordinate the establishment of a social security system covering the urban and rural areas of the city. Implement the policies and standards of urban and rural social insurance and its supplementary insurance, implement the unified measures for the renewal of social insurance relations in the whole province, implement the basic old-age insurance policies of provincial and municipal organs, enterprises and institutions, formulate the management and supervision system of the city's social insurance and its supplementary insurance funds jointly with relevant departments, and prepare the draft budget and final accounts of the city's social insurance funds.

(5) To be responsible for the prediction, early warning and information guidance of the city's employment, unemployment and social insurance funds, formulate response plans, implement prevention and regulation, implement relevant policies on the protection of workers' resettlement rights and interests in the adjustment of national and provincial economic structure, and formulate specific implementation measures for maintaining the stability of the city's employment situation and the overall balance of payments of social insurance funds.

(six) the implementation of national and provincial relevant organs and institutions wage income distribution and retirement policies, establish the normal wage growth and payment guarantee mechanism of enterprises and institutions in this Municipality, and formulate the welfare policies of enterprises and institutions in this Municipality.

(seven) to guide the reform of the personnel system of institutions in the city. Formulate policies for the management of staff in institutions and organs, formulate policies for the management of professional and technical personnel and continuing education in the city, be responsible for the reform of the professional title system in the city, improve the postdoctoral management system, be responsible for the selection and training of high-level professional and technical personnel in the city, and formulate policies to attract experts and overseas students to work or settle down.

(8) formulate policies and plans for the resettlement of demobilized military cadres in the city jointly with relevant departments, be responsible for the education and training of demobilized military cadres in the city, organize the formulation of relief and stability policies for demobilized military cadres in some enterprises, and be responsible for the management and service of demobilized military cadres who choose their own jobs.

(nine) responsible for the comprehensive management of civil servants in the city's administrative organs, formulate relevant personnel deployment policies and special personnel placement policies, organize the implementation of the national honor system in conjunction with relevant departments, and formulate the government reward system.

(ten) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers in the city, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(eleven) to implement the national and provincial labor and personnel dispute mediation and arbitration system and labor relations policy, improve the coordination mechanism of labor relations, formulate implementation rules and supervise the implementation according to the national special labor protection policy, organize the implementation of labor security supervision, coordinate the work of workers' rights protection, and investigate and deal with major cases according to law.

(twelve) responsible for the introduction of foreign intelligence in the city, organize the implementation of foreign talent introduction and overseas (border) training programs, and be responsible for the international exchanges and cooperation in the field of human resources and social security in our city.

(thirteen) to undertake other tasks assigned by the municipal government.
