Social security card is an integrated circuit (IC) card issued by local human resources and social security departments for various business fields of human resources and social security. Social security cards have a wide range of functions. Cardholders can not only use the card for real-time settlement of medical insurance personal accounts, but also handle pension insurance affairs, job registration and unemployment registration procedures, apply for unemployment insurance benefits, apply for employment training, apply for labor ability appraisal and enjoy work-related injury insurance benefits, and handle related labor and social security affairs online. Article 6 of the Measures for the Administration of Social Security Cards of the People's Republic of China (hereinafter referred to as card-issuing areas) establishes a standardized business process of human resources social security, which has strong comprehensive coordination among businesses and can ensure the effective application of social security cards. At the same time, it shall also meet the following technical conditions:

(3) Formulating standardized and feasible implementation plans, including application design plans, cost solutions, information collection plans and specific distribution plans;

(four) to establish a scientific and perfect social security card issuance management system and clear internal control procedures, and formulate emergency plans;

(5) Other conditions stipulated by Ministry of Human Resources and Social Security.

Article 7 To apply for issuing social security cards, the following materials shall be submitted:

(1) Fill in a complete social security card issuance registration application form;

(2) An explanation of the preparation for the issuance of social security cards;

(3) The application fields and application file structures in the card that meet the requirements of the national unified specifications (including the application fields and indicators of local expansion);

(four) the card face style designed according to the unified requirements;

(five) the measures for the administration of social security cards in this area and the detailed rules for their implementation;

(six) other materials required by Ministry of Human Resources and Social Security.
