In accordance with the requirements of the Notice of Ministry of Human Resources and Social Security and the Ministry of Finance on Adjusting the Basic Pension for Retired Persons in 20 17 (Ministry of Human Resources and Social Security Fa [20 17] No.30), with the consent of the provincial government and the approval of Ministry of Human Resources and Social Security and the Ministry of Finance, the relevant matters concerning adjusting the basic pension for enterprise retirees in 2017 are hereby notified as follows:

First, adjust the time and scope.

From 20 17 1 10, the basic pension will be increased for retired (retired) personnel who have gone through the retirement procedures according to regulations and received the basic pension on a monthly basis before 2016123.

Second, the adjustment methods and standards

According to the requirements of the state, the adjustment of the basic pension for retirees adopts a combination of quota adjustment, hook adjustment and appropriate tilt. The specific criteria are as follows:

(1) quota adjustment. 42 yuan per person per month.

(2) Hook adjustment.

1. is associated with the payment period. For the part whose payment period is less than 25 years (inclusive), it will be increased by 1. 5 yuan every month; The payment period is 26 to 30 years, and the 2.5 yuan will be increased every month for every full year 1 year; The payment period is 3 1 to 35 years, and the 3.5 yuan will be increased every month for each full year; For those who have paid for 36 years or more, the 4.5 yuan will be increased every month for each full year. The above payment period (including deemed payment period, excluding the conversion period of special jobs) is less than one year. According to the "May 7th Family Work" policy, those who participate in the basic old-age insurance do not participate in the adjustment of the payment period.

(3) Tilt adjustment. On the basis of the above adjustment standards, the basic pension will be appropriately increased for the following retirees.

1. Senior retirees. As of 20 16, 12, 3 1, people will be 70-74 years old, and the 40 yuan will be increased every month; 75-79 years old, increase 50 yuan every month; At least 80 years old, plus 60 yuan every month.

2. Establish institutions to subsidize enterprise retirees in counties (cities, districts) in hard and remote areas, and increase 5 yuan per person per month.

3. If the adjustment amount of enterprise retirees linked to the payment period is insufficient in 50 yuan, it shall be implemented in 50 yuan.

4. After the enterprise retired demobilized cadres are adjusted according to the above standards, the basic pension can not reach the adjusted level of the monthly per capita basic pension for enterprise retirees in local (city, county, county directly under the province).

(4) Other matters. Institutions that have participated in the basic old-age insurance for enterprise employees, the basic pension paid by the fund for their retirees shall be implemented according to the above adjustment methods and standards.

Third, funding channels.

Retirees who participate in the basic old-age insurance for enterprise employees shall be paid from the basic old-age insurance fund for enterprise employees. Did not participate in the basic old-age insurance for enterprise employees, the adjustment of the funds needed by the original channel to solve.

Four. Approval and issuance

To adjust the basic pension for enterprise retirees, the employer or the archives management institution of retirees shall fill in the examination and approval form uniformly formulated by the province, and the social insurance agency shall be responsible for timely and full payment after being audited by the local social insurance agency and the human resources and social security department.
