Article 46

The administrative department of human resources and social security and the relevant competent departments and their staff members shall be punished according to law in any of the following circumstances:

(1) Failing to make an administrative licensing decision according to law;

(two) in the process of administrative licensing or filing, supervision and inspection, asking for or accepting other people's property, or seeking other benefits;

(3) Failing to perform supervisory duties according to law or failing to supervise effectively, thus causing serious consequences;

(four) other cases of abuse of power, dereliction of duty, favoritism.
