First, adjust the types of participants in the basic medical insurance for urban and rural residents in this city to: elderly residents, other residents, students, children and college students.

2. In 2023, the financial subsidy standard for urban and rural residents' basic medical insurance in this city will be adjusted to: elderly residents 1.500 yuan, other residents 1.65438 yuan, and students, children and college students' 700 yuan every year.

3. In 2023, the individual payment standard of basic medical insurance for urban and rural residents in this city will be adjusted as follows: 490 yuan for elderly residents, 0 yuan for other residents, 300 yuan for students and children, and 90 yuan for college students.
