Now some people regard "subsistence allowance" as "social security", which I think is not appropriate. "Minimum living standard" and "social security" belong to the category and means of income redistribution, but they are different.

China made an authoritative definition of social security in June1993165438+10. The Decision of the Central Committee of the Communist Party of China on Several Issues Concerning the Establishment of the Socialist Market Economic System adopted by the Third Plenary Session of the 14th CPC Central Committee clearly defines the scope of social security, that is, the social security system includes social insurance, social relief, social welfare, special care and placement, social mutual assistance and personal savings accumulation guarantee.

Obviously, at that time, there was no distinction between social security and income redistribution, and some contents belonging to income redistribution were also included in the scope of social security; Even the commercialization and individualization of personal savings are classified as social security. The tendency of social security concept generalization is very obvious.

Social relief, social welfare, special care and resettlement can be classified into the category of income redistribution, but they cannot be regarded as social security. There is a big difference between them:

1. Social security is a kind of vertical income redistribution, that is, paying social security fees during work and enjoying social security benefits when old or unable to work (such as disability); Social relief, social welfare, special care and resettlement are horizontal income redistribution, which is implemented by the state through regular financial revenue and expenditure.

2. Social security adheres to the principle of "equality of rights and obligations", that is, the right to enjoy social security must be based on the obligation to pay social security fees; However, the confirmation of the qualifications of the "low-income" object, the special care object and the pension object is not based on whether they pay taxes.

3. The object of social security is often specific and clear. Whoever pays social security taxes and fees according to regulations will remember the rights and interests; However, the objects of social assistance and social welfare are often variable or uncertain. This year is the target of "subsistence allowances", and poverty alleviation next year will no longer be the target of "subsistence allowances".

The concept of social security may be ridiculed as naive or "naive". In the academic research and scheme design of social security, there is no "common language" because of the different understanding or definition of the concept of social security. Therefore, it is necessary to define or even "purify" the concept of social security, and seek the common foundation of academic research and scheme design.
