Kaifeng Human Resources and Social Security Bureau is the working department of the municipal government, at the level.

Kaifeng Human Resources and Social Security Bureau implements the principles, policies and decision-making arrangements of the CPC Central Committee on human resources and social security work, implements the work arrangements of the provincial party committee, and adheres to and strengthens the centralized and unified leadership of the Party on human resources and social security work in the process of performing its duties. The main responsibilities are:

(a) the implementation of national and provincial human resources and social security laws, regulations and policies, formulate the city's human resources and social security development plans and policies, and organize the implementation, supervision and inspection.

(two) to formulate the city's human resources market development planning and human resources service industry development, human resources flow policy, promote the establishment of a unified, open and competitive human resources market system, and promote the rational flow and optimal allocation of human resources.

(3) To be responsible for the city's employment promotion, make overall plans and policies for urban and rural employment development, improve the public employment and entrepreneurship service system, make overall plans for the establishment of the city's vocational skills training system for urban and rural workers, formulate the city's employment assistance system, and take the lead in formulating the city's employment policies for college graduates; In conjunction with relevant departments, formulate training and incentive policies for high-skilled talents and rural practical talents.

(four) to promote the establishment of a multi-level social security system covering urban and rural areas; Implement social insurance such as pension, unemployment, work injury and other supplementary insurance policies and standards; The implementation of the province's pension insurance co-ordination approach and unified pension insurance, unemployment insurance, industrial injury insurance relationship connection approach; To organize the formulation of the management and supervision system of social insurance and supplementary insurance funds such as pension, unemployment and work injury in the whole city, and prepare the draft budget and final accounts of relevant social insurance funds; In conjunction with relevant departments, we will implement the national insurance plan and establish a unified social insurance public service platform.

(five) to be responsible for the prediction and information guidance of employment, unemployment and related social insurance funds in the city, formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of payments of related social insurance funds.

(six) to implement the national and provincial labor and personnel dispute mediation and arbitration system and labor relations policy, improve the consultation and coordination mechanism of labor relations, and formulate implementation rules and supervise the implementation according to the provisions of the state on working hours, rest and vacation and special labor protection policies; Organize and implement labor security supervision, coordinate workers' rights protection work, and investigate and deal with major cases according to law.

(seven) take the lead in deepening the reform of the professional title system; Implement the national and provincial policies on professional and technical personnel management, continuing education and postdoctoral management, be responsible for the selection and training of high-level professional and technical personnel, and formulate policies to attract overseas students to work or settle down; Organize the formulation of the city's skilled personnel training, evaluation, use and incentive system; Improve the vocational qualification system and improve the diversified evaluation policy of vocational skills.

(eight) in conjunction with the relevant departments to guide the reform of the personnel system of public institutions in the city, in accordance with the management authority is responsible for standardizing the post setting of public institutions, open recruitment, employment management, assessment, rewards and punishments and other comprehensive personnel management, formulate the management policies of the staff of public institutions and government workers in the city.

(XIII) Division of responsibilities

1. Division of access responsibilities of government agencies and institutions. 3. Division of responsibilities with Kaifeng Medical Security Bureau. Kaifeng Medical and Social Security Bureau and Kaifeng Human Resources and Social Security Bureau have strengthened the convergence of systems and policies in the aspects of the national enrollment registration plan, the construction of social insurance service platform, the issuance, management, application and service of social security cards, established communication and consultation mechanisms, and improved the efficiency of handling services.
