First, the applicant
Applicants must be all kinds of high-level talents cultivated or introduced by enterprises and institutions at the same level in Quzhou City and talent enclaves, and they are still on the job. The implementation of this policy involves eight talent policies, such as talent allowance, one-time reward, housing allowance, resettlement allowance and housing allowance, internship allowance, rental allowance, technician (senior technician) talent allowance, and support funds for skilled craftsmen projects at all levels in Zhejiang in the new period.
Third, the declaration procedure.
(1) Annual assessment. In order to continuously and effectively stimulate and release the entrepreneurial vitality of high-level talent officers and give full play to the role of mentors and apprentices, all employers and competent departments should establish and improve the performance appraisal system for high-level talents applying for talent allowances, focusing on political performance, work performance, significant contributions, violations of discipline and law, etc. , and put forward opinions on whether to grant allowances. If the annual assessment is unqualified, the punishment period or the influence period is not full, and the suspected violation of discipline and law is being examined by the organization and no conclusion has been made, the qualification of talent allowance and talent reward will be cancelled.
(2) Improve information. Applicants can log in to Zhejiang Office APP, apply for Quzhou Talent Code through Zhejiang Talent Manager, improve personal social security card account and other information in the "policy redemption" service, and query personal redemption records online.
(3) filing an application. From May to August, after logging in to "Zhejiang Government Service Network" on June 1 1-20, each employer selects the corresponding application items, fills in the information of talent award of the unit, and uploads the corresponding certification materials (see Annex 4 for details). After the declaration is completed, it shall be submitted to the competent department for review. If there is no clear competent department, it can be directly reported to the Municipal Human Resources and Social Security Bureau. (See Annex 4 for specific operation flow)
(4) qualification examination. 20 days ago, the competent department is responsible for the preliminary examination of the application materials submitted by the employer, and the employer can check the qualification examination results online. Those that fail the review and are still within the reporting period can be submitted again (1 1-20), and those that are not submitted and passed within the reporting period can be submitted again on 1 1-20 next month.
(5) publicity of the list. The approved list was publicized in official website of Quzhou Human Resources and Social Security Bureau for 5 days. If there is no objection after publicity, the final list shall be determined.
(6) Award issuance. If there is no objection to the publicity, the social security card issued to the employer or individual in the current month (financial function is required).
Four. Related requirements
(a) all kinds of talents who have obtained relevant qualifications and honors in that year shall enjoy the corresponding talent allowance from the following year. Where the talent allowance is duplicated or overlapped, it shall be implemented in accordance with the principle of "preferential treatment, priority and non-duplication". If similar projects are awarded by superiors, the difference reward will be given. The introduction of talents should be based on the actual working hours after the introduction (calculated on a monthly basis) to declare talent allowance.
(2) For those who have been transferred or transferred as civil servants, and those who have been newly incorporated into management with reference to the Civil Service Law, from the month of transfer, transfer or public registration, except for the one-time reward of social workers and assistant social workers, they will no longer enjoy other talent allowances and talent awards.
(three) the applicant defrauds the talent allowance and one-time reward by concealing facts, providing false information or forging proof materials. Once verified, its bad behavior will be recorded in the personal integrity file, and its income will be recovered according to law, and its legal responsibility will be investigated. No longer enjoy the preferential policies of Quzhou Municipal Government, its behavior will be notified to the supervision department of the work unit, which will handle it in accordance with relevant regulations.
(4) If the employing unit issues false certificates, conceals the real situation, or fails to perform its responsibilities due to lax inspection, or misappropriates, intercepts or encroaches on talent subsidies, once verified, it shall be investigated for legal responsibility according to law, and the qualification of enterprises and institutions to enjoy preferential policies for talents shall be cancelled.
(V) The declaration and distribution of talent allowance and reward is an important measure to accelerate the creation of marginal scientific and technological innovation and talent highland in the four provinces and fully stimulate the enthusiasm, initiative and creativity of talents. Employers and competent departments should strengthen their service awareness, earnestly assume the main responsibility, increase publicity, arrange special personnel to be responsible, and all qualified personnel should report to ensure that there is no overcharge, underpayment, impersonation or omission.
