According to the Provisions on Basic Endowment Insurance for Enterprise Employees in Jiangsu Province (DecreeNo. 146 of the provincial government), the Notice of the Provincial Department of Human Resources and Social Security, the Provincial Department of Finance, the Provincial Medical Insurance Bureau and the Provincial Taxation Bureau on Printing and Distributing the Relevant Bases of Social Insurance in 2022 (Su Renshe Fa1KLOC-0/3), "Notice of the Provincial Department of Human Resources and Social Security on Declaring the Salary Base of Social Insurance Payment in 2022" (Su Ren She Han [2021] No.497) and other relevant regulations, in order to do a good job in the declaration and written examination of the salary base of social insurance payment in 2022 in our city, relevant matters are hereby notified as follows:

First, the applicant

1, the employing units and their employees who apply for social insurance registration within the administrative area of our city, including all kinds of enterprises, social organizations, private non-enterprise units and their employees, individual industrial and commercial households with employees and their employees, and personnel used by state organs and institutions.

2. The employing unit shall declare the number of employees in 202 1 and 65438+2 for two months. Employees who joined after 65438+ 10/in 2022 or left before 65438+1 0/6 are not included in this declaration.

Second, the declaration time

202 1 12 22 to March 6, 2022.

Third, the determination of payment base.

1. The employer shall declare the payment wage base with the average monthly wage income of employees of 202 1.

2, because of work-related disability was identified as one to four levels of disability and receive disability allowance on a monthly basis, in the upper and lower limits of the base pay, according to the disability allowance to declare the base pay.

1. Units that have started the "online declaration business" can declare through the online service hall of Jiangsu Provincial Department of Human Resources and Social Security (/web/login). Operating process: unit work-social insurance-social insurance payment declaration-enterprise employee social insurance payment base declaration (please do not declare in the upward adjustment module).

2. Units that have not yet opened the "online declaration business" should register in the online service hall of Jiangsu Provincial Department of Human Resources and Social Security in time. Units that cannot be opened due to special reasons need to fill in the "Summary of Social Insurance Payment Salary Base Declaration" and the "Declaration Form of Enterprise Employees' Social Insurance Payment Salary Base". After being signed by the employee and the legal representative and stamped with the official seal of the unit, they should report to the office on the first floor of Dongtai Administrative Service Center 124.

3. If the declared salary base in 2022 is lower than 202 1 and 12, please provide the financial statement of 202 1 and the original and photocopy of the financial voucher for salary payment of12 (with official seal) to A/kl on the fourth floor of Dongtai Municipal Affairs Service Center.

Matters needing attention about intransitive verbs

From 2022 1, 1 to February 2022 1, 3 1, the minimum wage base of the basic old-age insurance for enterprise employees in the province is 4250 yuan, and the upper wage base is 2 182 1 yuan.

2. If the employer fails to declare the payment wage base as required, the social insurance agency shall determine the payment wage base in 2022 according to 1 10% of the February payment wage of 202 1.

3. All the employing units shall declare the payment wage base in strict accordance with the average wage income of employees in February 200211-65438 (salary+bonus and other items that meet the conditions for inclusion in the payment base).

4. The "total salary" in the application materials refers to the total annual salary of employees of 202 1. The work of 202 1 is less than 12 months, please convert it into 12 months. For example, if an employee works in the company from May to February, 20021year, then the total wage income of this person from May to June 12 can be divided by 8 times 12.

5. The employer shall inform the employee of his social insurance payment base, unit payment amount and individual payment amount on a monthly basis; Inform the workers' congress of the unit or publish the number of social insurance premiums paid by the unit, the amount payable by the unit and the actual amount paid, the total amount payable by individual employees and the actual amount paid in public places of the unit every year, and accept the supervision of the employees.

6. The upper and lower wage bases of unemployment insurance and industrial injury insurance shall be implemented simultaneously from June 2022, 65438+ 10/.
