I. Auditing of Difficult Enterprises
The Municipal Labor and Social Security Bureau shall, within 5 working days after receiving the application materials submitted by the labor and social security departments and enterprises of the county (district), review the qualifications of enterprises in difficulty in conjunction with the Municipal Finance Bureau, the Municipal Economic Commission, the Municipal Bureau of Commerce, the Municipal State-owned Assets Supervision and Administration Commission and other relevant municipal departments. The relevant departments at the municipal level participating in the review will return the identification materials of difficult enterprises after signing the opinions to the Municipal Labor and Social Security Bureau within two working days, and the Municipal Labor and Social Security Bureau will return the identification materials of difficult enterprises to the labor and social security departments and enterprises of counties (districts).
Two, the difficult enterprise identification meeting system
The establishment of a regular meeting system for the identification of difficult enterprises, after receiving the application materials submitted by the county (District) labor and social security departments and enterprises, the identification of difficult enterprises must be completed within 5 working days. The Municipal Labor and Social Security Bureau regularly holds meetings to identify difficult enterprises, and jointly with the municipal departments such as the Municipal Finance Bureau, the Municipal Economic Commission, the Municipal Bureau of Commerce, and the Municipal State-owned Assets Supervision and Administration Commission, reviews the identification materials of difficult enterprises submitted by the labor and social security departments and enterprises of counties (districts). The specific time of the regular meeting of difficult enterprises shall be notified by the Municipal Labor and Social Security Bureau to the Municipal Finance Bureau, the Municipal Economic Commission, the Municipal Bureau of Commerce, the Municipal State-owned Assets Supervision and Administration Commission and other municipal departments one day before the meeting.
Third, implement the responsibility of identifying difficult enterprises.
Municipal Labor and Social Security Bureau, Municipal Finance Bureau, Municipal Economic Commission, Municipal Bureau of Commerce, Municipal State-owned Assets Supervision and Administration Commission and other municipal departments should determine the leaders in charge of the identification of difficult enterprises, and the leaders in charge should attend the regular meeting of the identification of difficult enterprises and sign the audit opinions on behalf of the unit.
IV. Identification and Work of Difficult Enterprises
Municipal Labor and Social Security Bureau, Municipal Finance Bureau, Municipal Economic Commission, Municipal Bureau of Commerce, Municipal State-owned Assets Supervision and Administration Commission and other municipal departments should conscientiously implement the provisions of provincial and municipal governments on preferential policies for social security, regard stable employment as a very important task at present, make concerted efforts, and earnestly do a good job in identifying difficult enterprises.
Registration and declaration of new insured units
1, information provided by the insured unit:
(1) Business license of enterprise legal person (copy) and its copy;
(2) Organization code certificate (photocopy) and its photocopy;
(3) Local tax registration certificate (photocopy) and its photocopy;
(4) Valid certificates such as business registration certificate (photocopy) or approval of establishment (provided by the office only);
(5) Proof materials (i.e. labor contracts) for the establishment of labor relations between employees and units;
(6) A copy of the ID card of the legal representative or person in charge;
(7) financial statement (balance sheet, income statement) to prove that operation of the enterprise;
(8) U disk for copying social insurance business forms and materials; Remarks: In addition to the above information, the unincorporated entity shall also provide the participation authorization issued by its legal entity to the unincorporated entity. Private non-enterprises need to provide: registration certificate of private non-enterprise units or school license of private schools and other documents approved by the competent authorities, organization code certificate (photocopy) and local tax registration certificate (photocopy).
2, the insured units to the social security bureau to receive and fill in the "social insurance registration form", "XX district to participate in social insurance units of new personnel information collection form" (paper and electronic data must be provided), "social insurance insured units bank settlement account form" (the above form in duplicate, can be downloaded from the XX district social security bureau website).
3 insured units should bring the required paper and electronic materials to the social security bureau's insurance management window for review.
(1) The handling auditor verifies whether the paper materials submitted by the unit are complete and effective; Fill in the Chongqing Social Insurance Registration Form, the Information Collection Form for New Personnel Participating in Social Insurance Units in XX District, and the Bank Settlement Account Form for Social Insurance Insured Units. Whether it is standardized and whether the signature is complete;
(2) Check whether the electronic documents submitted by the insured units (information collection form for personnel of new social insurance units in XX District) are standardized;
(3) After passing the examination, go through the registration formalities for the new insurance of this unit.
