(7) Take the lead in deepening the reform of professional title system in Quanzhou, formulate and organize the implementation of policies such as professional and technical personnel management, continuing education and postdoctoral management, be responsible for the selection and training of high-level professional and technical personnel, and formulate and implement policies to attract overseas students to work or settle in the state. Organize and formulate the system of training, evaluation, use and incentive of skilled personnel. Improve the vocational qualification system and improve the diversified evaluation policy of vocational skills.
