Legal analysis: rural social security (NCMS) and urban social security cannot be purchased at the same time. After the participants of the new rural cooperative medical system participate in the basic medical insurance in cities and towns, the social (medical) insurance agency in the place of employment shall notify the new rural cooperative medical system agency in the place where the household registration is located to go through the transfer procedures, withdraw from the new rural cooperative medical system according to local regulations, and no longer enjoy the treatment of the new rural cooperative medical system.

Legal basis: Interim Measures for the Transfer and Continuation of the Relationship of Basic Medical Insurance for Migrant Workers Article 5 Rural household registration personnel who terminate the relationship of basic medical insurance in cities and towns due to the termination of labor relations or other reasons may apply to the new rural cooperative medical insurance agency where their household registration is located to participate in the new rural cooperative medical insurance according to local regulations with the insurance certificate issued by the social (medical) insurance agency in their place of employment.
