Low-cost housing refers to the government's provision of housing of a social security nature in the form of rent subsidies or in-kind rent allocation to families that meet the minimum living standards for urban residents and have housing difficulties. It is an ordinary residence built by the state and local governments to solve the housing difficulties of urban families with low and medium economic incomes, and is of a social welfare nature.

Article 24 of the Regulations of the People's Republic of China on the Minimum Subsistence Guarantee for Urban Residents stipulates that the State shall establish and improve a system of minimum subsistence guarantees for urban residents, so as to safeguard the basic livelihood of urban residents. The minimum living standard for urban residents shall be determined by the people's governments of the provinces, autonomous regions and municipalities directly under the central government in accordance with the basic needs of the residents in the region and their financial capacity, and shall be adjusted in due course.

The above legal provisions show that health insurance is part of the social insurance system, and housing security are two separate systems. Families living in low-cost housing must enroll in and pay for their own health insurance in accordance with the law.
