The State establishes a social insurance system consisting of basic old-age insurance, basic medical insurance, work-related injury insurance, unemployment insurance, maternity insurance and other social insurance programs to safeguard the right of citizens to receive material assistance from the State and society in accordance with the law in the event of old age, sickness, work-related injuries, unemployment, maternity and other situations. Article 4 of the Social Insurance Law of the People's Republic of China (PRC) stipulates that employers and individuals within the territory of the PRC shall, in accordance with the law, pay social insurance premiums, and shall have the right to enquire about the records of payment of premiums and the rights and interests of individuals, as well as to request that the social insurance administration organizations provide social insurance counselling and other relevant services. Individuals enjoy social insurance benefits in accordance with the law, and have the right to supervise the payment of contributions by their own organizations.
