Huai 'an Public Security Bureau has seven agencies, namely Qingjiangpu Branch, Economic and Technological Development Zone Branch, Xincheng Branch, Industrial Park Branch, Airport Branch, Public Security Traffic Branch and Water Security Branch.

Its main functions are: to be fully responsible for the public security work in the local area and the industry, to implement the principles and policies of the higher-level party committees, governments and public security organs, and to guide, inspect and supervise the implementation of the subordinate departments of the unit.
