In order to vigorously implement the strategy of strengthening the region with talents, further strengthen the construction of talent teams in public institutions, and strive to improve the structure of the talent team, in accordance with the "Personnel Management Regulations for Public Institutions" and the "Implementation Measures for the Open Recruitment of Staff by Public Institutions in Ningxia Hui Autonomous Region" ” (Ning Party Ban [2006] No. 35), “Several Provisions on Further Playing the Role of Existing Talents and Introducing Urgently Needed Talents” (Ning Party Ban [2009] No. 47) and other relevant regulations, this announcement is formulated based on the actual situation of our district .

1. Recruitment principles

2. Recruitment plan

In 2015, some public institutions in our district plan to recruit 474 high-level talents for 347 positions. For details of the specific recruitment units, positions, majors, and number of people, please refer to the "List of Public Recruitment Plans for High-Level Talent Positions in Some Public Institutions in Ningxia in 2015" (Annex 1).

3. Recruitment Targets

(1) Recruitment Scope

Adopt an open registration method to recruit graduates from general universities across the country in 2015-2016 with master's and doctoral degrees Full-time graduates of general institutions of higher learning with a postgraduate degree.

(2) The following persons are not allowed to apply

1. Those who have been criminally punished for crimes;

4. Resignation or dismissal from government agencies and institutions after the date of announcement (November 16, 2015) , formal staff members inside and outside the district whose employment contracts have been terminated by public institutions;

5. Applicants are not allowed to apply for positions with avoidance situations listed in Article 27 of the "Interim Provisions on Open Recruitment for Public Institutions"; < /p>

6. Personnel of public institutions shall not be employed under other circumstances provided by laws and regulations.

4. Basic recruitment conditions

(1) Have the nationality of the People’s Republic of China and support the Constitution of the People’s Republic of China.

(2) Comply with laws and regulations, have good conduct, have good professional ethics, and be able to fulfill the obligations of staff of public institutions.

(3) Possess academic qualifications, majors and qualifications that are suitable for the recruitment position requirements.

(4) Good health.

(5) Master’s degree candidates are under 35 years old (born after July 1, 1980 for the 2015 class, born after July 1, 1979 for the 2016 class); doctoral candidates are under 40 years old (Born after July 1, 1975 in the class of 2015), and so on.

In addition to the above conditions, applicants should also meet the relevant qualifications for each recruitment position set out in Appendix 1 of the "2015 List of Public Recruitment of High-Level Talent Positions in Some Public Institutions in Ningxia".

5. Recruitment procedures

(1) Publish announcement. The "2015 Public Recruitment Announcement for High-Level Talents in Some Public Institutions in Ningxia" was released on the Ningxia Human Resources and Social Security Department and the Ningxia Personnel Examination website, and recruitment announcements were released in the talent markets of Beijing, Xi'an, Chengdu and other cities.

(2) Registration method. Registration via on-site, email, etc. will be accepted by the recruiting unit or its competent department. Applicants must fill out the "2015 Ningxia Public Institutions Open Recruitment High-Level Talent Registration Form" (Attachment 2, download it from the Ningxia Personnel Examination website and print it out or fill it out on site), and bring your valid ID card, graduation certificate, degree certificate, Originals of qualification certificates, work experience certificates and other materials required by the position, as well as copies (undergraduate graduation certificate, English and computer and other related grade certificates), 2 recent copies of the same background (within 6 months), 1-inch front, bareheaded photo. Among them, those who graduated in 2016 but have not yet obtained a diploma or degree certificate must provide a graduate employment recommendation form signed by the school’s graduate employment guidance department. Applicants should truthfully submit relevant information and materials. If the information they fill in is untrue, incomplete or incorrect, they will be responsible for the consequences; those who commit fraud will be disqualified upon verification. The contact number provided by the candidate when registering must be kept open so that relevant matters can be notified.

(3) On-site recruitment time and location. Beijing: November 20th (Friday) from 9:00 to 12:00, at Minzu University of China (Yifu Stadium); November 21st (Saturday) from 10:00 to 14:00, at Beijing University of Technology (Olympic Stadium) Badminton museum).

Xi'an: November 21 (Saturday) from 9:00 to 14:00, at the Xi'an Talent Market (Gate 10, North District, Provincial Stadium, No. 14 Chang'an North Road, Xi'an); November 22 ( Sunday) from 9:00 to 14:00, at Northwestern Polytechnical University (North Hall, fifth floor, Aisheng Building, Youyi Campus).

Chengdu City: December 1 (Tuesday) from 9:00 to 14:00, at Southwest University for Nationalities.

(4) Examination. Recruitment for full-time doctoral degree positions will be conducted through direct assessment of professional ability level after passing the qualification review. Applicants for full-time postgraduate positions will be recruited and will be interviewed directly after passing the qualification review. For positions with a large number of applicants, a certain method can be used to conduct tests to determine the list of candidates for the interview. The interview content will be based on the examination of the qualifications required for the proposed position. Mainly focusing on professional and technical abilities and comprehensive management abilities, an examination team (at least three people) will be formed by the recruiting unit in consultation with the competent department for evaluation. Interview scores are calculated on a percentage scale, with 60 being the passing score.

(5) Physical examination, inspection, public announcement, and employment.

6. Others

This recruitment will end on December 31, 2015. The recruitment procedures for 2015 graduates will be completed until December 15, 2015, and the recruitment procedures for 2016 graduates will be completed until July 30, 2016. All recruiting units are required to submit the list of personnel to be recruited to the Personnel Management Office of Public Institutions of the Department of Human Resources and Social Security before December 15, 2015.
