Regulations of Chengdu Municipality on Agricultural Technology Extension

Chapter I General Provisions Article 1 In order to strengthen the popularization of agricultural technology, promote the application of agricultural scientific research achievements and practical technologies to agricultural production as soon as possible, and ensure the sustained and stable development of agriculture, these Regulations are formulated in accordance with the Agricultural Law of People's Republic of China (PRC), the Law of the People's Republic of China on the Popularization of Agricultural Technology and other laws and regulations, combined with the actual situation in Chengdu. Article 2 The term "agricultural technology" as mentioned in these Regulations refers to scientific research achievements and practical technologies applied to planting, forestry, animal husbandry and fishery, including improved seed breeding, fertilization, pest control, cultivation and breeding technologies, processing, preservation, storage and transportation technologies of agricultural and sideline products, agricultural institutions and agricultural aviation technologies, farmland water conservancy, soil improvement and soil and water conservation technologies, rural water supply, rural energy utilization and agricultural environmental protection technologies, agrometeorology and agricultural management technologies.

The term "agricultural technology popularization" as mentioned in these Regulations refers to the activities of popularizing agricultural technology in the whole process of agricultural production before, during and after delivery through experiments, demonstrations, training, guidance and consulting services. Article 3 The people's governments of cities, districts (cities), counties and townships (towns) shall strengthen their leadership in agricultural technology popularization, rely on scientific and technological progress, develop education, accelerate the popularization and application of agricultural technology, and promote the development of agriculture and rural economy.

The people's governments of cities, districts (cities), counties and townships (towns) shall encourage and support the introduction of advanced agricultural technologies at home and abroad, and promote the cooperation and exchange of agricultural technologies. Fourth administrative departments of agriculture, forestry, animal husbandry, water conservancy and fisheries, agricultural machinery, meteorology and so on. City, district (city) and county people's governments (hereinafter referred to as the administrative departments of agricultural technology popularization) shall be responsible for agricultural technology popularization within their respective administrative areas according to their respective responsibilities. The administrative department of science and technology of the people's government at the same level shall guide the popularization of agricultural technology. Article 5 Agricultural technology popularization shall follow the following principles:

Conducive to the development of agriculture and rural economy;

(2) Respecting the wishes of agricultural production and operation organizations and agricultural labourers;

(three) according to local conditions, through experiments and demonstrations;

(four) the support of the state and rural collective economic organizations;

(five) the implementation of agricultural technology popularization institutions, scientific research units, relevant schools and mass scientific and technological organizations, scientific and technological personnel and agricultural workers;

(6) Emphasize the economic, social and ecological benefits of agricultural production. Chapter II Institutions and Personnel Article 6 Cities, districts (cities), counties and townships (towns) shall, according to actual needs, set up technology popularization institutions such as agriculture, forestry, animal husbandry and veterinary medicine, water conservancy and aquatic products, agricultural management and agricultural machinery management (hereinafter referred to as agricultural technology popularization institutions).

Township (town) agricultural technology extension institutions are national grass-roots institutions. Seventh township (town) agricultural technology extension institutions to implement dual leadership. Township (town) people's government is responsible for administrative leadership and comprehensive, coordination and supervision of administrative work; The district (city) county administrative department of agricultural technology popularization is responsible for policy and business guidance, and after obtaining the opinions of the township (town) people's government, the main person in charge is appointed and removed. Article 8 The functions of agro-technical popularization setups are:

(a) to participate in the formulation of agricultural technology popularization plans and organize their implementation;

(2) Organizing specialized training in agricultural technology;

(3) Providing services such as agricultural technology, information and circulation;

(four) the introduction of new agricultural technology, the establishment of agricultural technology test and demonstration base, to carry out agricultural technology test and demonstration work;

(five) to guide the agricultural technology popularization activities of lower-level agricultural technology popularization institutions, village agricultural technology service organizations, mass science and technology organizations, farmers' technical personnel and rural science and technology demonstration households. Article 9 Villages shall establish mass agro-technical popularization service organizations, publicize agro-technical knowledge and implement agro-technical popularization measures under the guidance of agro-technical popularization institutions, and provide pre-,mid-and post-natal services for agricultural workers. Article 10 The staffing of agro-technical popularization setups shall be approved in accordance with the relevant provisions of the state on staffing management, and shall be specially prepared and used, and no unit may occupy it. Eleventh professional and technical personnel of agricultural technology popularization institutions shall have secondary professional education or professional training sponsored by the administrative department of agricultural technology popularization at or above the county level, and pass the examination. Twelfth agricultural technology popularization institutions, technical secondary school graduates and agricultural technicians recruited by the state shall be included in the financial budget of the same level by the people's governments of cities, districts (cities), counties and townships (towns) in accordance with relevant regulations. Chapter III Popularization and Application Article 13 Agricultural technology popularization shall be carried out by combining agricultural technology popularization institutions and service organizations of cities, districts (cities), counties and townships (towns) with agricultural scientific research institutions, relevant schools, mass scientific and technological organizations, farmers' technicians and rural scientific and technological demonstration households.

City, district (city) county and township (town) people's governments encourage and support supply and marketing cooperatives, other enterprises and institutions, social organizations and scientific and technical personnel from all walks of life to carry out agricultural technology extension service activities in rural areas. Article 14 To popularize agricultural technology, agricultural technology popularization projects shall be formulated according to the needs of agriculture and rural development. Key projects should be included in the relevant science and technology development plan, and the agricultural technology extension and science and technology administrative departments at the same level should cooperate with each other and organize their implementation according to their respective responsibilities.
