The contents of the measures for the administration of outbound tour leaders

The term "outbound tour guide" as mentioned in these Measures refers to the personnel who have obtained the outbound tour guide card (hereinafter referred to as the "tour guide card") in accordance with the provisions of these Measures, accepted the appointment of international travel agencies (hereinafter referred to as "tour groups") with the right to operate outbound tourism business, and engaged in outbound tour guide business.

The term "tour leader business" as mentioned in these Measures refers to providing full escort and related services for outbound tourism teams; As a representative of the package travel agency, cooperate with overseas reception travel agencies (hereinafter referred to as "reception agencies") to complete travel plans; And coordinate and handle related affairs in the process of tourism. Persons applying for a tourist guide card shall meet the following conditions:

(a) People's Republic of China (PRC) (China) citizens with full capacity for civil conduct;

(two) love the motherland, law-abiding;

(3) Travel agency personnel who can effectively undertake the responsibility of the tour leader;

(four) to master the relevant situation of the destination country or region. Travel agencies should be responsible for the qualification examination and business training for those who apply for tourist guide certificates.

The contents of business training include: ideological and moral education; Foreign-related subject education; Tourism policies and regulations; Basic information of tourist destination countries; Duties and responsibilities of team leaders.

Travel agencies should continue to strengthen ideological education and professional training, establish a strict working system and management system, and conscientiously implement them. The tour group shall apply for the tourist guide card to the local provincial or authorized tourism administrative department at or above the prefecture level, and submit the following materials: (1) the registration form of the applicant for the tourist guide card; A certificate issued by the travel agency that it can be competent as a tour leader; Business training certificate of the person applying for the tour guide card.

The tourism administrative department shall, within 15 working days from the date of receipt of the application materials, issue tourist guide cards to qualified applicants and register them for the record.

Tourism administrative departments shall, according to the legitimate business needs of tour groups, reasonably issue tour guide cards. The tourist guide card is unified by the National Tourism Administration and issued by the tourism administrative department at or above the provincial level where the tour group is located.

The tourist guide card shall not be forged, altered, lent or transferred.

The tour guide card is valid for three years. If it is necessary to continue to engage in tour guide business after the expiration of the tour guide card, it shall apply to the tourism administrative department for registration and renewal of the tour guide card six months before the expiration of the validity period.

If the tour leader loses the tour guide card, he shall report to the tourism administration department in time, declare it invalid, and then apply for a replacement; If the tour guide card is damaged, you should apply for renewal in time.

Persons who have been disqualified as tour leaders may not apply for tour leader registration again. The tour leader engaged in tour leader business must be formally appointed by the tour group.

The team leader must wear the team leader card when engaging in the team leader business.

Personnel who have not obtained a tour guide card shall not engage in the tour guide business for outbound tourists. The team leader shall perform the following duties:

(1) Abide by the relevant provisions of the Measures for the Administration of Overseas Travel of China Citizens and safeguard the legitimate rights and interests of tourists;

(two) to cooperate with the reception agencies to implement the travel itinerary plan, and to assist in dealing with emergencies, disputes and other issues in the travel itinerary;

(3) Providing travel itinerary services for tourists;

(four) consciously safeguard national interests and national dignity, remind tourists to resist any words and deeds that harm national interests and national dignity. These Measures shall come into force as of the date of promulgation.
