Chapter 1 General Provisions Article 1 In order to prevent fires and reduce fire hazards, protect citizens’ personal and property safety and public property safety, and maintain public safety, in accordance with the "People's Republic of China and the People's Republic of China" These regulations are formulated in accordance with the provisions of the National Fire Protection Law and other relevant laws and regulations, and in light of the actual situation of this city. Article 2 These regulations shall apply to agencies, groups, enterprises, institutions and other organizations and individuals within the administrative region of this city. Article 3: Fire protection work shall implement the policy of giving priority to prevention and combining prevention and fire prevention, implement a fire safety responsibility system, and promote the socialization of fire protection work. Article 4 People's governments at all levels are responsible for fire protection work within their own administrative regions.

People's governments at all levels should incorporate firefighting work into national economic and social development plans, formulate urban and rural firefighting plans, and organize relevant administrative departments to implement them to ensure that firefighting work is compatible with economic and social development.

People's governments at all levels should include firefighting business funds in their annual fiscal budgets to ensure that firefighting business funds are received in full and on time, and increase accordingly in line with the needs of economic and social development. Article 5: Municipal, district (county) public security departments shall supervise and manage fire protection work within their respective administrative regions, and the public security fire protection agencies at the same level shall be responsible for implementation. Public security police stations should do a good job in firefighting work within the scope of their duties.

Fire-fighting work in forests, railways, civil aviation airports, ports (including fishing ports), and civilian ships sailing, berthing, and operating in coastal and inland waters shall be carried out in accordance with relevant laws and regulations.

Administrative departments such as production safety supervision, planning, construction, urban management, administrative law enforcement, culture, housing management, land and resources, industry and commerce, and quality and technical supervision shall carry out fire protection work within the scope of their respective responsibilities in accordance with the law. Article 6 People's governments at all levels shall organize and carry out fire safety publicity and education activities.

Public security firefighting agencies should formulate fire safety publicity and education plans and conduct fire safety education and training in accordance with the law.

The education administrative department shall include fire safety knowledge in the educational content of schools and other educational institutions. Administrative departments such as justice, personnel, labor and social security, science and technology should incorporate fire laws and regulations and fire safety knowledge into the content of law popularization, job training, employment education and science popularization.

News units such as radio, television, newspapers and periodicals shall carry out social fire safety publicity and education free of charge, and publish and broadcast fire safety public service advertisements. Article 7 People's governments at all levels shall commend and reward units and individuals that have made significant contributions to fire protection work or have meritoriously reported violations of fire safety safety.

Encourage the development of fire safety technical service intermediary organizations and the establishment of private fire protection foundations. Chapter 2 Fire Safety Responsibilities Article 8 Municipal, district (county) people's governments shall perform the following fire safety responsibilities:

Article 9 The town people's government and sub-district offices shall perform the following fire safety responsibilities:

(1) Promote and implement fire protection laws and regulations, establish, improve and implement the fire safety responsibility system within their respective administrative regions;

(2) Guide village (resident) committees to formulate fire safety conventions;

(3) Assist relevant departments to supervise and urge units within the jurisdiction to formulate fire safety systems and fire safety operating procedures, and implement them Fire safety responsibilities;

(4) Organize regular fire safety inspections and take measures to eliminate fire hazards;

(5) When a fire occurs, promptly organize personnel evacuation, carry out fire self-rescue, and assist relevant parties The department protects the fire scene, maintains order at the fire scene and investigates the cause of the fire;

(6) Cooperates with the public security firefighting agency to carry out fire law enforcement work;

(7) Other duties stipulated by laws and regulations. Article 10: Village (residents) committees shall formulate fire safety conventions within their jurisdiction, urge villagers (residents) to comply with them, and assist relevant departments to do a good job in fire safety work within their jurisdiction. Article 11 Public security fire protection agencies shall perform the following fire safety responsibilities:

(1) Implement and enforce fire protection laws and regulations, supervise and inspect the compliance of units and individuals with fire protection laws and regulations in accordance with the law, and implement fire protection Administrative licensing, stopping, correcting and investigating fire-fighting violations;

(2) Regularly announce major fire hazards within the jurisdiction, promptly notify relevant units or individuals to take measures to eliminate fire hazards within a time limit;

(3) Supervise the use of fire protection products;

(4) Determine key fire safety units within the administrative region and conduct regular fire protection supervision and inspections;

(5) ) Carry out fire safety publicity and education, organize fire safety training in accordance with the law, manage and guide the construction and training of firefighting teams;

(6) Organize, direct, and undertake fire fighting and rescue work, and be responsible for the investigation and identification of fire causes, Conduct fire statistics and determine fire losses;

(7) Carry out fire science and technology research and promote fire science and technology research results;

(8) Other duties stipulated by laws and regulations.
