Without paying back the land use price, the originally allocated land can continue to be allocated; land use right holders are allowed to build themselves or cooperate with other market entities to build operational rent-guaranteed housing.

The newly built complete sets of affordable housing for rent are mainly small units with an area of ??no more than 70 square meters, and the maximum is no more than 90 square meters; if they are built in the form of collective dormitories, they should comply with the national dormitory building design regulations. For non-government-invested rental-type affordable housing and its commercial, public and other infrastructure supporting facilities, the property rights are registered in the name of the investment unit or the original property owner, and the operation period of the rental-guaranteed housing project is not less than 8 years. The operation period is calculated from the date the project is put into operation.
Encourage banking financial institutions to innovate financial products, optimize credit processes, improve review efficiency, increase credit support, and actively promote the pilot of rental-type affordable housing infrastructure real estate investment trust funds (REITs).
Tenants applying for public rental housing must meet all the requirements at the same time and be over 18 years old; the per capita income of the applicant or family is less than 2.5 times the per capita disposable income of urban residents in Lanzhou City in the previous year; the applicant has a household registration in Lanzhou New District ; Or hold a residence permit in Lanzhou New District, and have stable employment in the new district, and have paid social insurance continuously for more than six months; the applicant or family does not have real estate in the new district or the per capita housing construction area of ??the family is less than 18 square meters, and has not enjoyed the preferential housing purchase in the new district.
