E-government has also become a strategic tool for more and more countries to reshape government organization and management. At the end of 1970s, western developed countries experienced a massive government reform movement. With the reform of British Thatcher and American Reagan, this movement quickly spread to Australia and Europe, forming a global wave of government reform in the 1980s. Since the 1990s, this wave of reform has not weakened at all. Every British government should promote the "Civil Charter Movement", the Canadian government put forward the "Public Service 2000 Plan", and the Clinton administration of the United States took the implementation of "e-government" as an important strategic tool in the "Government Reconstruction Plan" of 1992, and took the lead in advocating the development of "e-government" in the world. In recent years, many governments have taken the construction of e-government as an important national policy to promote government innovation. In 2007, the Immigration Information Office of the Korean Ministry of Justice won the United Nations Public Service Award, and the international community spoke highly of the innovation of the Korean government. In addition, On-nara business processing system, as the most representative achievement of Korean government innovation, has attracted great attention from the international community. Singapore's government innovation has also been internationally recognized. Singapore has formulated a national innovation plan in seven areas, including economic and information and communication technology innovation, with the aim of improving the transparency and efficiency of cooperation between the government and the private sector.
