How to use e-government to build a service-oriented government

At present, all countries in the world are actively developing e-government, aiming at shaping an e-government with more efficient management and better service by using advanced information technology. Since the 20th century, e-government has gradually become an important part of China's service-oriented government construction and an important way for government innovation. The report of the 17th National Congress of the Communist Party of China further emphasized the important role of e-government in promoting government reform and building a service-oriented government, which marked that China's e-government construction has entered a new stage synchronized with government reform. E-government, with its unique convenience, openness and interactivity, provides a new way to improve government services and is an indispensable means to greatly improve government administrative efficiency and service level. I. Connotation and structure of government capacity Government capacity refers to the capacity possessed or reflected by a state organ in the process of realizing and maintaining political rule and promoting social development through the exercise of public power [1]. Through the definition of the concept, we can see that the government's ability includes two aspects: one is the political ruling ability system owned by the government to realize and maintain its dominant position, and the other is the social development ability system owned by the government in the process of transforming nature and promoting social progress. The political ruling ability is the most basic ability system of the government, and it is also the premise to realize the social development ability. The system of political ruling ability mainly includes three abilities: rule of law ability, public management ability and political order regulation ability. [1] Social development ability refers to the government's ability to promote social progress and achieve social equity. The system of social development ability mainly includes the ability to absorb social resources, the ability to increase social resources and the ability to allocate social resources. [1] The government's own capacity building is an important part of national and social development. Improving the government's ability is to enhance the government's ability to solve problems. The construction of a country's government capacity is closely related to the country's manpower, science and technology, organization, system and resources, and its promotion and improvement are also restricted by many factors. Take Singapore as an example. In e-government in Singapore, the personal income tax service is used most frequently, and each simple transaction can save costs of $65,438 +0.54. At present, e-government in Singapore is expected to save the government $23 million a year, and the annual savings will reach $46 million. The case of Singapore shows that the implementation of e-government is not only conducive to improving the efficiency and transparency of government management, but also conducive to improving the quality and level of government services, which is an important strategic measure to promote national economic development and social informatization. E-government has also become a strategic tool for more and more countries to reshape government organization and management. At the end of 1970s, western developed countries experienced a massive government reform movement. With the reform of British Thatcher and American Reagan, this movement quickly spread to Australia and Europe, forming a global wave of government reform in the 1980s. Since the 1990s, this wave of reform has not weakened at all. Every British government should promote the "Civil Charter Movement", the Canadian government put forward the "Public Service 2000 Plan", and the Clinton administration of the United States took the implementation of "e-government" as an important strategic tool in the "Government Reconstruction Plan" of 1992, and took the lead in advocating the development of "e-government" in the world. In recent years, many governments have taken the construction of e-government as an important national policy to promote government innovation. In 2007, the Immigration Information Office of the Korean Ministry of Justice won the United Nations Public Service Award, and the international community spoke highly of the innovation of the Korean government. In addition, On-nara business processing system, as the most representative achievement of Korean government innovation, has attracted great attention from the international community. Singapore's government innovation has also been internationally recognized. Singapore has formulated a national innovation plan in seven areas, including economic and information and communication technology innovation, with the aim of improving the transparency and efficiency of cooperation between the government and the private sector. [2] (2) Since the reform and opening up of China's e-government, especially during the Tenth Five-Year Plan period, China's e-government has made remarkable achievements and has also been highly valued by governments at all levels. E-government has played an active role in strengthening management, changing functions, improving efficiency and facilitating the masses, especially in promoting the construction of projects such as "golden customs", "golden tax" and "golden card", cracking down on smuggling and preventing tax evasion.
