Article 2 These Provisions shall apply to all relevant departments, enterprises and institutions under ownership by the whole people and collective ownership, as well as Sino-foreign joint ventures and foreign-funded enterprises (hereinafter referred to as enterprises) within the scope of this Municipality. Article 3 Enterprises shall conscientiously implement the national guidelines, policies, regulations and instructions on labor safety, and establish and improve the rules and regulations and operating procedures for labor protection and safety production. Leading cadres at all levels should adhere to the principle of "safety must control production", establish the idea of "safety first", and conscientiously do a good job in labor protection and safety production in their own units. The municipal, county and district labor departments shall, in accordance with the provisions of national labor safety laws and regulations, supervise and inspect the safety production of enterprises and units, regularly report their work to their superiors in an all-round way, and put forward work suggestions to promote the development of labor safety work in the region. Article 4 Enterprises and competent departments shall, in accordance with the relevant provisions of the state, establish and improve labor safety management institutions and equip them with specialized personnel. Labor safety management personnel at all levels shall remain relatively stable and shall not change jobs at will. Article 5 Enterprises should conscientiously do a good job in the prevention of occupational diseases and occupational poisoning, and withdraw an appropriate proportion of funds (generally 10%-20%, and more than 20% for mining, chemical and metal smelting enterprises) from fixed assets renewal and technological transformation funds or enterprises every year to improve working conditions. Enterprises should design, construct and put into operation labor protection and safety production facilities at the same time when designing and constructing new construction, expansion and reconstruction projects and tapping potential, innovation and reconstruction projects. Equipment imported from abroad that may cause harm to production must be imported at the same time or manufactured at home, otherwise it may not be used. Article 6 Enterprises and competent departments shall regularly organize production safety inspections to eliminate hidden dangers of accidents in time. It is necessary to carry out safety knowledge education and safety technical training for employees on a regular basis, and conscientiously do a good job in the three-level education for new workers entering the factory, the education for post-transfer personnel and the training and assessment of special operations personnel according to regulations. Seventh enterprises and competent departments must strictly implement the "Regulations on the Report of Casualty Accidents of Workers" in the State Council. Advanced collectives and individuals who have made outstanding achievements in labor safety work shall be commended and rewarded; Violation of relevant regulations, resulting in employee casualties; For those who have occupational diseases and occupational poisoning, it is necessary to find out the reasons, investigate the responsibilities and deal with them seriously. Chapter II Responsibility System for Work Safety Article 8 It is an important duty and responsibility of economic management, production management departments and enterprise leaders to adhere to the principle of safety first and prevention first and do a good job in work safety. Ninth factory director (manager) safety responsibilities:

First, the director (manager) takes overall leadership responsibility for the safety production work of this bureau (company); The deputy factory director (deputy manager) shall assist the factory director (manager) in charge of production safety within their respective responsibilities; The chief engineer is fully responsible for the safety production technology;

Second, implement the laws, regulations and superior regulations of the state on labor protection and safety production, and regularly arrange and check the safety production and labor protection work of the units affiliated to this system;

Third, organize regular safety inspections and designate relevant departments to rectify major accidents within a time limit;

Four, support the work of the labor safety department, hold regular safety work meetings, study and solve major problems related to labor protection and safety in production;

Five, enterprise major casualty accidents, in charge of the factory director (manager) to visit the scene, organize the investigation and handling, and instructed the relevant departments to improve and implement preventive measures. Tenth factory director (manager) safety responsibilities:

First, the factory director (manager) is fully responsible for the safety production of the unit; The deputy factory director (deputy manager) shall assist the factory director (manager) in charge of production safety in the field in charge; The chief engineer (technical director) is fully responsible for the safety production technology;

Second, implement the national and superior labor safety laws and regulations, and continuously improve the working conditions of enterprises and realize safe production and civilized production as an important part of the overall management of enterprises. While planning, arranging, inspecting, summarizing and evaluating production, planning, arranging, inspecting, summarizing and evaluating safety work;

Three, organize the formulation and revision of various safety management systems, and supervise the implementation;

Three, responsible for the formulation of workshop safety management system and safety management in the process of using mechanical equipment;

Four, the specific organization and implementation of workshop safety technical measures plan, and constantly improve working conditions;

Five, the new workers, workers transferred to other posts, organize special safety education, without education, shall not be assigned to work independently;

Six, responsible for organizing the safety and health inspection of the whole workshop once a month, and solving the problems existing in safety production in time;

Seven, the accident immediately organize rescue and report, and protect the scene, under the guidance of the labor safety department, responsible for the investigation and handling of accidents, and the implementation of preventive measures.
