Social security can be transferred from Hunan to Chengdu.

But the problem is that after you transfer to Chengdu, you may transfer to Hunan, where your hukou is located, unless you transfer your hukou to Chengdu at the same time or before retirement.

The current policy is to buy social security in one place for more than 10 years (non-registered permanent residence) and move to other places when the retirement age reaches 180 months, so as to meet the requirements of where to apply for retirement and where to enjoy old-age insurance benefits. If you have purchased social security in a non-registered residence for less than 10 years, you can only transfer it to the registered residence.

As you said, it may be less than 10 years to buy a 60-year-old one in Chengdu, which means that if you can buy one in Chengdu for 10+020 months, it makes sense. You can choose to retire in Chengdu.

If you want to transfer to social security, you can go to Hunan Social Security Bureau to print the transfer form, and then go to the front desk of Chengdu Social Security Bureau to apply for transfer.
